The Plans Sub-Committee No. 2 of Bromley Council met on Thursday 9 September 2010 to discuss a range of planning applications. The committee considered 26 planning applications, two contravention reports, and one Tree Preservation Order objection. Decisions were made on 23 of the planning applications, with 13 granted permission, 8 refused permission, and 2 deferred.
Planning Applications
The committee considered numerous planning applications, with decisions made on the following:
Applications Granted Permission:
- Bishop Challoner School, 228 Bromley Road, Bromley (10/01127/FULL1): Permission was granted for a detached portable building, with an amendment to condition 2 to specify its use must be ancillary to the school and not for teaching performing arts.
- 81B Elwill Way, Beckenham (10/01829/FULL6): Permission was granted for the retention of a boundary enclosure comprising gate/piers and railings at the front. A condition was added stating the gates and railings must be removed when the applicant and their family vacate the property.
- 6 Lullington Road, Penge, London, SE20 (10/02210/FULL1): Permission was granted for a two-storey side extension and conversion of the property into one one-bedroom and one two-bedroom flat.
- 46 Green Lane, Penge, London, SE20 (10/01253/FULL1): Permission was granted for the change of use of the second floor into three two-bedroom flats and one one-bedroom flat, with elevational alterations and three car parking spaces at the rear.
- 1 Lucas Road, Penge, London, SE20 (10/01454/FULL6): Permission was granted for a first-floor rear and two-storey side extension.
- 162 - 164 Ravenscroft Road, Beckenham (10/01496/FULL1): Permission was granted for the demolition of an existing light industrial unit and the erection of a two-storey building comprising one one-bedroom, two two-bedroom, and one studio flat, with associated parking and amenity area.
- 80 Bromley Common, Bromley (10/02002/FULL6): Permission was granted for a two-storey rear extension with accommodation in the roof space, an attached single-storey garage and summerhouse, and a new roof over an existing single-storey side extension.
- 6 Station Square, Petts Wood (10/02069/FULL1): Permission was granted for a shopfront, which was a retrospective application.
- Wilderwood, Widmore Green, Bromley (10/02076/OUT): Permission was granted for the erection of a two-storey building comprising six two-bedroom flats with undercroft parking.
- 63 Hayes Lane, Beckenham (10/01908/DET): Approval was granted for the reserved matters, including design, external appearance, landscaping, parking, and drainage, for a two-storey dwelling fronting Quinton Close.
- Crouch Farm, Crockenhill Road, Swanley (10/01989/FULL2): Permission was granted for the change of use of an agricultural building to Class B1 business use with associated parking. Conditions were imposed regarding the commencement of development, landscaping, no outside storage, the specific use of Building A, operating hours, soil survey, and restrictions on permitted development.
- 2 Hillview Crescent, Orpington (10/01888/FULL6): Permission was granted for a two-storey side and single-storey rear extension. Conditions included commencement of development within three years, matching materials, and no additional windows in the north-west facing flank elevation without prior approval.
- 66 Park Road, Beckenham (10/01916/OUT): Outline permission was granted for the construction of a three-storey block to provide six two-bedroom flats with underground and forecourt parking for seven cars, and associated cycle and refuse stores. Conditions included landscaping, boundary enclosures, satisfactory materials, details of windows, surface water drainage, parking, parking bay size, ramp gradient, bicycle parking, highway drainage, obscure glazing, and secure by design.
Applications Refused Permission:
- Lulworth, Elm Walk, Orpington (08/03188/FULL6): Permission was refused for a single-storey side extension (retrospective application). Enforcement action was authorised to secure the removal of unauthorised plant equipment.
- Garage Compound adjacent to 111 Eldred Drive, Orpington (10/00750/OUT): Permission was refused for the erection of three two-storey three-bedroom terraced properties with roofspace accommodation.
- Land at Langham Close, Bromley (10/01350/FULL1): Permission was refused for two detached two-storey five-bedroom dwellings with integral and detached garages and an access road.
- 63 Hayes Lane, Beckenham (10/01710/EXTEND): Permission was refused to extend the time limit for the implementation of a previously granted outline permission for a two-storey dwelling.
- Unit 20, Nugent Shopping Park, Cray Avenue, Orpington (10/01762/VAR): Permission was refused for the variation of a condition to allow the sale of pharmaceutical products, cosmetics and toiletries, toys, and cameras within Phase 2 of the shopping park.
- 68 Park Road, Beckenham (10/01573/FULL1): Permission was refused for the construction of a three-storey block to provide seven two-bedroom flats with underground and forecourt parking.
- 101 Queensway, Petts Wood (10/02033/FULL1): Permission was refused for a single-storey rear extension to provide additional ground floor retail space.
- Archies Stables, Cudham Lane North, Cudham (10/02059/FULL2): Permission was refused for the change of use of land from equestrian to a gypsy and traveller caravan site.
- 205 High Street, Bromley (10/02104/VAR): Permission was refused for the variation of a condition to permit extended opening hours for a drinking establishment.
Applications Deferred or Withdrawn:
- 6 Padua Road, Penge, London, SE20 (09/03152/FULL1): This report was withdrawn by the Chief Planner.
- 25 Keston Gardens, Keston (10/01847/PLUD): The application for a single-storey rear extension and garage conversion was deferred without prejudice to allow for clarification of measurements.
- 25 Keston Gardens, Keston (10/01849/PLUD): This report was withdrawn by the applicant.
- 101 Queensway, Petts Wood, Orpington (10/02034/FULL1): Permission was refused for a part one/part two storey rear extension to provide one one-bedroom flat and additional ground floor retail space.
Contraventions and Other Issues
- Request for a Tree Preservation Order at 91 Copers Cope Road and land at rear of 91-117 Copers Cope Road, Beckenham (DRR/09/00119): It was resolved that a Tree Preservation Order would not be authorised, as recommended by the Chief Planner.
- Objections to Tree Preservation Order 2358 at Edgehill, Stonehouse Road, Halstead (6.1): It was resolved that Tree Preservation Order No 2358, relating to one pine tree, be confirmed.
The meeting also confirmed the minutes of the meeting held on 15 July 2010. Declarations of interest were made by Councillor David McBride and Councillor Alexa Michael, who left the room for the duration of their respective items.
