The Licensing Sub-Committee was scheduled to consider two applications: one for a personal licence for Ms Nicola Surin and another for a new premises licence for TR Supermarket in Chislehurst. Both applications involved potential objections and required the committee to consider the council's licensing policy.
Application for a Personal Licence for Ms Nicola Surin
The committee was scheduled to consider an application for a personal licence for Ms Nicola Surin in the Shortlands ward. The report pack indicated that the application form itself might contain false information, as Ms Surin declared she had no relevant convictions. The Metropolitan Police had objected to the application, citing a relevant unspent conviction under the Licensing Act 2003.
The report pack outlined the legal framework for granting personal licences under the Licensing Act 2003. It stated that a licence must be granted if the applicant is over 18, possesses a licensing qualification or is of a prescribed description, has not had a licence forfeited in the previous five years, and has not been convicted of any relevant offence or foreign offence. If these criteria are not met, the presumption is to refuse the application unless exceptional circumstances exist. The report pack also referred to the Secretary of State's Guidance on exceptional circumstances and a list of relevant offences.
The decision on Ms Surin's application was to be made after considering written and oral evidence, with the options being to grant or refuse the application. The report noted that any decision would have an impact on the Safer Communities,

and Vibrant thriving Town Centres
areas of the Building a Better Bromley Strategy.
Application for a New Premises Licence at TR Supermarket, Chislehurst
The committee was also scheduled to consider an application for a new premises licence for TR Supermarket, located at 90 Edgehill Road, Chislehurst, BR7 6LB. The application, submitted by Mr Ashfaq Mirza, was for the sale of alcohol for off-site consumption.
The report pack indicated that there were letters of objection to this application, which were attached. The committee was to decide whether to grant the application as made, grant it with conditions or restrictions, or refuse it.
Similar to the personal licence application, the committee was to consider the provisions of the Licensing Act 2003 and Bromley's Statement of Licensing Policy for the Period 2008–2011. The report highlighted that decisions made on this application would also impact the Safer Communities,

and Vibrant thriving Town Centres
objectives of the Building a Better Bromley Strategy.
The Licensing Act 2003 governs the provision of regulated entertainment, entertainment facilities, late-night refreshment, and the supply of alcohol. Licences can be issued with terms, conditions, or restrictions to address the four licensing objectives.
