The Planning Sub-Committee of Croydon Council met on Thursday, 25 January 2024, to discuss two planning applications. The committee granted permission for a change of use at 179 The Glade to a House in Multiple Occupation, and conditionally granted outline permission for a new block of flats at Stoneham House, requiring reserved matters to be brought back for further consideration.
Stoneham House, 17 Scarbrook Road, Croydon, CR0 1SQ
Outline planning permission was sought for a new part 3/part 4 storey block of up to 4 flats at Stoneham House. Reserved matters concerning access, appearance, landscaping, and layout were to be considered later. The proposed development was intended to be car-free, with the exception of two parking spaces designated for residential units created under a separate roof extension planning permission. Councillors raised concerns about the feasibility of the proposed layout and scale of the development on the site, noting that many of the flats might not meet space standards and that the development could lead to overlooking of neighbouring buildings. Despite these concerns, the substantive motion to grant the application was proposed by Councillor Ian Parker and seconded by Councillor Lara Fish. The motion to grant permission, subject to the condition that all reserved matters be brought back to the Sub-Committee for consideration, was carried by a vote of three in favour, three against, with the Chair using his casting vote to support the application.
179 The Glade, Croydon, CR0 7UL
The committee considered a part retrospective and part prospective planning application for the change of use of a single residential dwellinghouse (Use Class C3) to a House in Multiple Occupation (Use Class C4) at 179 The Glade. The officer explained that the property was not currently a licensed House in Multiple Occupation (HMO) as it did not meet the required standards. Following discussions, councillors noted that reasons for refusal in a previous application had been addressed, the proposal was policy compliant, and the HMO licence would ensure adherence to necessary regulations. The provision of bicycle storage on site was also highlighted as a positive aspect. The substantive motion to grant the application, based on the officer's recommendation, was proposed by Councillor Lara Fish and seconded by Councillor Humayun Kabir. The motion was carried with six members voting in favour.
