The Planning Committee of Enfield Council was scheduled to consider a planning application for land at Commercial Road and Bull Lane. The committee was also due to receive an update from the Head of Planning and Building Control and note future meeting dates.
Planning Application for Land at Commercial Road and 4 and 8 Bull Lane N18
The committee was scheduled to consider a planning application, reference 22/03672/FUL, for the redevelopment of land at Commercial Road and 4 and 8 Bull Lane N18. The recommendation was to grant planning permission, subject to the completion of a Section 106 Agreement to secure specific obligations. The Head of Planning and Building Control was to be granted delegated authority to finalise the wording of this agreement and any associated conditions.
An addendum to the published committee report provided further clarification on the transportation assessment for the site. It was proposed that a condition would require vehicles visiting the site to park only within designated bays to help limit vehicle trips. The addendum stated that the application does not propose double yellow lines on Commercial Road, and that the proposal is assessed to operate acceptably under existing highway restrictions. While no immediate highway mitigation is required, the application secures monitoring of highway operations and funding for future mitigation measures via a Section 106 agreement.
The addendum also addressed the proximity of the site to Safeguarded Waste Site ENF9, which is occupied by a waste transfer facility. It referenced Paragraph 20 of the 2023 NPPF, which requires sufficient space for waste management, and Policy 1 of the North London Waste Plan 2022, which resists proposals that prejudice existing waste sites under the agent of change principles. The addendum clarified that the current application is for an industrial facility replacing an existing one within a Local Strategic Industrial Site, and the modest uplift in floorspace is not anticipated to prejudice the operation of the adjacent waste site. Officers were satisfied that the proposed development would not prejudice or prevent the operation of the existing waste facility.

The committee was scheduled to review appeal decisions made on previous planning applications.

The dates for future Planning Committee meetings were to be noted: Tuesday 20th February 2024, Tuesday 5th March 2024 (provisional), Tuesday 19th March 2024, and Tuesday 23rd April 2024. All meetings were scheduled to commence at 7:00 pm in the Conference Room at the Civic Centre.
