The Licensing (2003 Act) Sub-Committee of Newham Council is scheduled to consider an application for a new premises licence for the Radiate Festival, to be held at Beckton District Park South. The committee will hear and determine the application, along with any valid representations made by responsible authorities or interested parties.
Radiate Festival Premises Licence Application
The primary item on the agenda is the consideration of a new premises licence application for the Radiate Festival, proposed to take place at Beckton District Park South, Stansfeld Road, Beckton, E6 5LT. The application, submitted by Radiate Festival Ltd, seeks to allow for a wide range of licensable activities, including the supply of alcohol, plays, films, indoor sporting events, boxing or wrestling, live music, recorded music, and dance. The proposed operating hours for these activities are Monday to Sunday, from 09:00 to 23:00, with the premises open to the public during these times.
The application has generated representations from both the Highways & Sustainable Transport department and the Council's Licensing Enforcement Team.
Highways & Sustainable Transport has raised concerns regarding the proposed parking arrangements, particularly the interaction between vehicles and the public on an adjacent pathway, and the reliance on the DLR's capacity to handle large numbers of attendees. They have requested a detailed traffic management plan, confirmation of DLR capacity, and clarification on local traffic and on-street parking management. They also have specific queries regarding the proposed access gate and the structural suitability of the Capital Ring pathway for emergency vehicle access.
The Licensing Enforcement Team has made representations on the grounds of crime and disorder, the prevention of public nuisance, public safety, and the protection of children from harm. A significant concern raised is the discrepancy between the stated maximum capacity of 4,999 persons in the application and references to a higher capacity of up to 9,999 in the Event Management Plan (EMP). The team is seeking clarification on this and has requested that all references to the higher capacity be removed from the EMP unless a formal variation application is submitted. Further concerns have been raised regarding the use of Temporary Event Notices (TENs), the proposed operating times for sunrise events,
and the management of alcohol sales, particularly off-sales and the potential for patrons to congregate after events. The team has also requested further details on the types of alcohol to be sold, dispensing methods, and the availability of a detailed Alcohol Management Plan.
