The Planning Committee of Harrow Council met on Wednesday 22 July 2026. The committee granted permission for a new development at 382-384 Station Road and approved the conversion of a dwelling into two flats at 32 Broadcroft Avenue.
382-384 Station Road, HA1 2DD
The committee granted permission for the demolition of the existing building and redevelopment with a seven-storey building comprising ground floor commercial floorspace and residential flats above. The proposal includes 12 residential flats and 69sqm of commercial floorspace. A key discussion point was the absence of affordable housing, with a viability assessment indicating the scheme could not support any contributions. The committee noted that while the seven-storey building exceeded the height limit for the area outside designated tall building zones, and encroached into a protected views corridor, the overall impact was considered acceptable in the context of the opportunity area and proximity to taller existing developments. The development was granted subject to a Section 106 legal agreement covering various contributions, including for sustainable transport improvements and off-site playspace.

Permission was granted for the conversion of the existing dwelling into two flats: a three-bedroom family-sized unit on the ground floor and a one-bedroom unit on the first floor. This includes single and two-storey side to rear extensions, a front porch, and conversion of the garage to a bin store. A significant consideration was the site's Public Transport Accessibility Level (PTAL) of 1a, which conflicts with Policy HO2 of the Harrow Local Plan. However, the committee deemed the proposal acceptable on balance due to the provision of a family-sized unit and the overall compliance with other planning policies. Objections were raised regarding the impact on the character of the area, neighbouring amenity, parking pressure, and the potential for increased noise and disturbance. The Highways Officer raised no objection, stating that additional parking demand could be absorbed by the existing road network.

The committee considered a part-retrospective application for a single-storey side to rear extension, conversion of the garage into an art studio, a front porch, and external alterations. The application also addressed issues related to raised patio and garden levels. An objection was received concerning overlooking, loss of privacy, drainage, and the cumulative impact of the development on the character of the conservation area. The Council's Conservation Officer and the Conservation Area Advisory Committee raised no objections, stating the proposal would preserve the character and appearance of the West Drive and Bellfield Avenue Conservation Area. The committee noted that the proposed amendments, including setting back the patio and providing screening, would mitigate overlooking impacts.
