The Teignbridge Highways and Traffic Orders Committee meeting was scheduled to discuss road safety issues in Dawlish, updates on traffic restrictions in Teignmouth, and actions taken under delegated powers. The committee was also due to receive a verbal update from the Bus Users and Stakeholders (BUS) Forum.
Dawlish Road Safety Issues: A379/junction/Elm Grove Road
The committee was scheduled to consider road safety issues in Dawlish, specifically concerning the A379, a junction, and Elm Grove Road. Work was underway on a feasibility design for a crossing on Elm Grove Road, near Dawlish College. This design process was exploring various locations for the crossing, assessing the potential loss of parking at each site. The engineering team had been in contact with the college to understand student crossing patterns, and a traffic model was being developed to evaluate the impact of a new crossing. Additionally, design work was in progress to upgrade the existing zebra crossing on Exeter Road to a signalised crossing. The implications of implementing each crossing individually or concurrently were being investigated through the traffic model. A recommendation regarding these crossings was intended to be presented to the committee in the Autumn, with the local member to be updated sooner with any developed details.
Upper Den Carriageway, Teignmouth
Councillor David Cox BEM had requested an update on the matter of Upper Den Carriageway in Teignmouth.
Weight Restriction on Bank Street and Teign Street, changes to timing for loading bay by Bank Street
Councillor David Cox BEM had also requested an update regarding the weight restriction on Bank Street and Teign Street, and proposed changes to the timing of the loading bay by Bank Street.
Actions Taken Under Delegated Powers
A report from the Interim Director of Climate Change, Environment and Transport was scheduled to be presented, detailing actions taken under delegated powers concerning traffic regulation orders since the previous meeting. This report was to summarise actions on advertised traffic orders, including:
- Layout changes to Stover Country Park car park, which were advertised and implemented without objections after consultation.
- A price increase for pay and display parking in various off-street car parks for the Dartmoor National Park Authority in 2024, which was advertised after consultation.
- The introduction of a 30mph speed limit on Old Totnes Road roundabout, Ogwell, which was advertised, objections resolved, and implemented after consultation.
- The introduction of

restrictions and a 20mph speed limit on various roads in Exminster, which were advertised and implemented without objections after consultation. - The introduction of a 30mph speed limit on Shelduck Way, Dawlish, which was advertised and implemented without objections after consultation.
- A price increase for pay and display parking in various off-street car parks for the Dartmoor National Park Authority in 2025, which was advertised after consultation.
The report recommended that the committee note its contents.
Bus Users and Stakeholders (BUS) Forum
A verbal update was scheduled to be provided by the committee representative for the Bus Users and Stakeholders (BUS) Forum.
Petitions/Parking Policy Reviews
The committee was scheduled to consider an item relating to any reviews of parking policy sought in line with the Council's Petition Scheme, under section 18 of the Traffic Management Act 20041.
