The Licensing (2003 Act) Sub-Committee of Newham Council met on Monday 28 November 2011 to consider an application for a new premises licence for Crystar, located at 147-149 Leytonstone Road, Stratford. The committee granted the application with a number of conditions attached, aimed at promoting the licensing objectives.

The Sub-Committee considered an application for a new premises licence for Crystar, located at 147-149 Leytonstone Road, Stratford E15 1LH. The application sought permission for the supply of alcohol, recorded music, and late-night refreshment.
Several representations were made against the application, including those from the Council's Noise and Nuisance team, Trading Standards, Planning Services, the Metropolitan Police Service, and Ward Councillor Richard Crawford. These representations primarily focused on concerns related to the prevention of public nuisance, protection of children from harm, and the prevention of crime and disorder.
The premises is located within a Cumulative Impact Zone (CIZ), which means that applications for new licences are presumed to be refused unless the applicant can demonstrate that they will not add to existing problems in the area.
Mr Abiola Olukomo, the applicant, and his agent presented the case, outlining proposed conditions designed to address the concerns raised. These included measures for CCTV operation, staff training, responsible alcohol retailing, and the management of noise and litter.
After deliberation, the Sub-Committee resolved to grant the application with a number of conditions. These conditions included:
- Last drinks to be served at 1:00 am, with the premises closing at 1:30 am.
- The outside terrace to be closed to patrons at 10:00 pm, except for smokers.
- No music to be played outside at any time.
- A maximum of six smokers to be permitted on the terrace after 10:00 pm.
- No deliveries or removal of rubbish, including glass bottles, between 8:00 pm and 8:00 am.
- Music to be played at an ambient level at all times to minimise noise nuisance.
- Doors and windows to be kept closed during regulated entertainment, with doors fitted with self-closing devices.
- Notices to be displayed asking customers to leave quietly and not disturb residents or loiter outside.
- Measures proposed in the applicant's operating schedule regarding the prevention of crime and disorder, protection of children from harm, and public safety were also imposed as conditions.
The Sub-Committee was satisfied that, with these conditions in place, the premises was unlikely to add to the existing problems in the area.
Councillor Richard Crawford, the Ward Councillor for the area, was present at the meeting and spoke regarding his concerns about the impact of the proposed late opening hours on residential amenity. PC Padda from the Metropolitan Police also outlined concerns regarding CCTV operation. Mr George McDougal, Lead Trading Standards Officer, noted that new conditions introduced by the applicant addressed their concerns. Mr Muhammed Islam from the Noise and Nuisance team also presented their concerns, which the applicant had addressed with further proposed conditions.
