The Licensing (2003 Act) Sub-Committee of Newham Council was scheduled to consider an application to vary the premises licence for Club Diamondz. The meeting's agenda also included a procedure note outlining how licensing matters are handled.
Club Diamondz Premises Licence Variation
The Sub-Committee was scheduled to consider an application to vary the premises licence for Club Diamondz, located at 85-87 Woodgrange Road, E71. The application, submitted by Ms Jannette Gordon, sought to extend the hours for the sale of alcohol, regulated entertainment, and late-night refreshment.
Specifically, the proposed variations included:
Sale by Retail of Alcohol (On Premises):
- Monday to Wednesday: Extended from 23:00 to 00:00 (an increase of 1 hour).
- Thursday: Extended from 23:00 to 02:00 (an increase of 3 hours).
- Friday to Saturday: Extended from 02:00 to 05:00 (an increase of 3 hours).
- Sunday: Extended from 23:00 to 05:00 (an increase of 6 hours).
- Non-standard timings for Bank Holidays: 12:00 to 06:00.
Performance of Dance, Playing of Recorded Music, Facilities for Dancing (Indoors):
- Monday to Wednesday: Extended from 23:00 to 00:00 (an increase of 1 hour).
- Thursday: Extended from 23:00 to 02:00 (an increase of 3 hours).
- Friday to Saturday: Extended from 02:00 to 05:00 (an increase of 3 hours).
- Sunday: Extended from 23:00 to 05:00 (an increase of 6 hours).
- Non-standard timings for Bank Holidays: 12:00 to 06:00.
Live Music (Indoors):
- Monday to Wednesday: Extended from 12:00 to 00:00 (an increase of 12 hours).
- Thursday: Extended from 12:00 to 02:00 (an increase of 14 hours).
- Friday to Saturday: Extended from 12:00 to 05:00 (an increase of 17 hours).
- Sunday: Extended from 12:00 to 05:00 (an increase of 17 hours).
- Non-standard timings for Bank Holidays: 12:00 to 06:00.
Provision of Late Night Refreshment (Indoors):
- Monday to Wednesday: Extended from 23:00 to 00:00 (an increase of 1 hour).
- Thursday: Extended from 23:00 to 02:00 (an increase of 3 hours).
- Friday to Saturday: Extended from 02:00 to 05:00 (an increase of 3 hours).
- Sunday: Extended from 23:00 to 05:00 (an increase of 6 hours).
- Non-standard timings for Bank Holidays: 12:00 to 06:00.
The application also proposed a change to the door supervisor condition, suggesting that security officers should be on duty one hour before the club opens to the public, rather than from 20:00 hours on specified evenings.
Representations were received from the Council's Trading Standards team, Noise and Nuisance team, and Planning team, all raising concerns related to the licensing objective of Protection of children from harm
or Prevention of Public Nuisance

The report pack detailed the premises' history, including a previous licence review in December 2010 that resulted in reduced hours, new conditions, and a three-month suspension. It also noted a closure notice issued in June 2011 due to licence breaches. The report highlighted that the premises are located within a Cumulative Impact Zone (CIZ)2, meaning that applications for variations are subject to a rebuttable presumption of refusal unless the applicant can demonstrate no negative impact on licensing objectives.
The report from the Noise and Nuisance Team noted that while there were no recent complaints, there were concerns about potential sound leakage and patrons in the rear yard. They also pointed out that the proposed hours were significantly longer than other licensed premises in the immediate area and that the applicant had not comprehensively demonstrated that the variation would cause no additional impact. The Planning Services representation objected to the proposed hours, stating that the increased activity associated with late-night use would be detrimental to the amenities of the locality and cause public nuisance.
The report also included the current premises licence for Club Diamondz, detailing its existing licensable activities and operating hours.
