The Licensing (2003 Act) Sub-Committee was scheduled to consider a supplementary agenda item concerning a licensing application. The meeting's agenda focused on the licensing application for Frandoz, located at 675 Romford Road, E12 5AD.
Frandoz Licensing Application
The primary item scheduled for discussion was the licensing application for the premises known as Frandoz, situated at 675 Romford Road, E12 5AD. The agenda indicated that this item was added as a supplementary report due to its urgency.

Prevention of Crime and Disorder:

- SIA Registered Security Staff: The agenda outlined requirements for the number of Security Industry Authority (SIA) registered staff to be on duty. Specifically, one SIA registered member of staff was to be on duty after 11 pm from Sunday to Thursday, and two SIA registered members of staff were to be on duty after 11 pm on Friday and Saturday.
- CCTV: A comprehensive set of conditions for the installation and maintenance of a CCTV system was detailed. These included requirements for monitoring all internal public areas and the immediate exterior of the entrance, capturing identifiable images, maintaining records for 31 days, and ensuring staff training in its use. The agenda specified that digital images should be kept for 31 days and made available to the police or an authorised officer from the Local Authority upon request. It also stated that
The equipment shall have a suitable export method, e. G. CD/DVD writer so that the police can make an evidential copy of the data they require.
1 - Incident Book: The agenda detailed the requirement for a licence holder to maintain an incident report book. This book was to record full details of all incidents, including crime and disorder, anti-social behaviour, customer ejections, refusals to serve, CCTV problems, and visits by police or local authority officers. The agenda stated that the book
shall be kept on the premises at all times and shall be produced to a police officer or authorised offer from the Local Authority upon request.
Protection of Children from Harm:
Under this section, the following conditions were scheduled for discussion:
- Staff Training: The agenda indicated that staff training would be a point of discussion, covering responsibilities related to the sale of food, refusing service to intoxicated individuals, and conflict awareness. Staff were also to be trained in using the incident book.
- Age Restrictions: A condition was scheduled to be discussed regarding the presence of unaccompanied children under 18 years of age, with a proposed restriction after 11 pm.
The agenda also included correspondence between Colin Hunt, a Licensing Partnerships Officer, and Azeem Azam, representing E12 Fast Food (Frandoz), detailing agreements on various conditions.
