The Licensing (2003 Act) Sub-Committee of Newham Council was scheduled to consider a Temporary Event Notice (TEN) application for The Globe, located at 84 Woodgrange Road, E7. The meeting's agenda also included procedural matters such as declarations of interest and confirmation of the meeting's procedure.
Temporary Event Notice for The Globe
The primary item scheduled for discussion was a Temporary Event Notice (TEN) application submitted by Mr BilBil Matraxhil for premises known as The Globe, located at 84 Woodgrange Road, London E7. The application sought to extend the operating hours for the sale of alcohol and the provision of late-night refreshment on Saturday 5th and Sunday 6th June 2021, from 00:01 to 02:00 on both days, for a maximum of 50 people. This was intended to accommodate customer bookings.
The Commercial Environmental Health Team had lodged an objection to this TEN application. Their representation, dated 20th May 2021, raised concerns related to the licensing objectives of the Prevention of Public Nuisance, the Prevention of Crime and Disorder, and Public Safety. The objection letter noted that the council had received two complaints from local households regarding loud music, shisha smoking, dancing, and a lack of social distancing. It was also mentioned that officers had previously advised the premises that smoking on the premises is an offence and that the premises has a light weight/openable roof that will not contain noise.
The objection expressed concern that allowing the event could lead to further noise and nuisance for local residents and posed a risk of coronavirus transmission.
The report pack also included details of the premises' existing licence, which authorises the supply of alcohol and late-night refreshment. The current licence permits the sale of alcohol from Sunday to Thursday between 09:00 and 23:30, and Friday to Saturday between 09:00 and 00:00. Late-night refreshment is permitted Sunday to Thursday between 23:00 and 00:00, and Friday to Saturday between 23:00 and 00:30. The premises' opening hours are from 07:00 to 00:00 on weekdays and Sundays, and until 00:30 on Fridays and Saturdays. The licence specifies that alcohol is for on-supply only.
The Sub-Committee was asked to hear representations and evidence regarding the TEN and to determine whether a counter notice should be issued in accordance with section 105 of the Licensing Act 20031.
