The Licensing (2003 Act) Sub-Committee of Newham Council met on Wednesday 6th December 2023. The primary item on the agenda was a review of the premises licence for 012 Bar & Grill Restaurant.
Review of Premises Licence for 012 Bar & Grill Restaurant
The sub-committee was scheduled to consider an application for the review of the premises licence for 012 Bar & Grill Restaurant, located at 108 - 110 The Grove, Stratford, E15 1NS. The review application was submitted by the Metropolitan Police on 13th October 2023.
The grounds for the review, as outlined in the application, were based on concerns relating to the licensing objectives of:
- The Prevention of Crime and Disorder: The Metropolitan Police cited several incidents within the past year, including a GBH (Grievous Bodily Harm) on 8th October 2023, and ABH (Actual Bodily Harm) on a Constable on 9th September 2023. The application detailed these incidents, noting that intoxicated individuals had become involved in altercations both inside and outside the venue, with one incident resulting in a fractured skull and a bleed on the brain.
- Public Safety: The police expressed concerns about the venue's control over its patrons, particularly during incidents of violence. The report noted that security personnel were present but were not always willing or able to effectively intervene in escalating situations.
The Council's Licensing Enforcement Team also submitted a supporting representation as a responsible authority. This representation echoed the police's concerns regarding crime and disorder, public safety, and also raised the prevention of public nuisance. The team highlighted that many incidents occurred in the external smoking area, which they noted was in breach of a licence condition limiting the number of people in that area after 10:00 PM.
The report pack included details of a previous review hearing held on 8th April 2014, which resulted in the imposition of several conditions on the premises licence. These conditions included requirements for a Designated Premises Supervisor to be present, the installation and maintenance of a CCTV system, the deployment of SIA Licensed Door Supervisors, and the keeping of various logs for incidents, training, and refusals. The current licence for 012 Bar & Grill Restaurant was also provided.
The sub-committee was asked to hear the review application, representations from the licence holder, and any valid representations received from responsible authorities and interested parties, before determining the application.
