Authority was delegated to the Head of Licensing, in consultation with the Chair of the Committee, to approve any minor amendments to the Statement of Principles before its submission to the Council. The Statement of Principles was approved subject to these amendments and recommended for adoption by the full Council on 1 December 2009. The reasons for the decision and any alternative options considered and rejected were detailed in a report.

The meeting was chaired by Councillor Stanier and attended by Councillors Acton, King, Khosa, Miller, Morgan, Treble, Bouchier, and Palmer. Apologies were received from Councillors Allen, Bennett, and Urquhart. There were no declarations of interest or representations from members of the public.
