The Planning Committee of Richmond upon Thames Council met on Wednesday 9 December 2015, approving four planning applications and refusing one. The committee considered applications for extensions and alterations to residential properties, including a significant development at Hampton Court Palace.

Applications for Development Permission

The committee considered several applications for development permission.

13 Hyde Road, Richmond

Permission was APPROVED for a rear roof dormer extension at 13 Hyde Road, Richmond. The committee acknowledged concerns raised by neighbours regarding the impact on privacy and the character of the St Matthias Conservation Area. However, they felt that the amended design, with smaller window openings and a dormer set back from the roof edges, was acceptable and the maximum that could be permitted in this densely developed area. Councillor Pamela Fleming spoke as an interested councillor.

9 Cedar Heights, Petersham

The application for a two-storey front and rear extension and a single-storey side extension, including raising the roof height, at 9 Cedar Heights, Petersham was APPROVED. Neighbours had raised objections concerning the proposal's character, impact on views of Richmond Park, and potential overshadowing. The committee found no sustainable reason to refuse the application, noting that the proposed building was no less aesthetically pleasing than the existing one and that sufficient parking would be provided.

The Pavilion, Hampton Court Palace, Hampton Court

Permission was APPROVED for the demolition of the garage/staff accommodation and the erection of a three-storey building linked at basement/ground floor level to the host dwelling at The Pavilion, Hampton Court Palace, Hampton Court. Listed building consent was also GRANTED. The committee considered this an attractive proposal that was more beneficial to the surrounding area than a previously approved scheme, as it resulted in less Metropolitan Open Land being lost. The applicant, Martin Dunseath, represented Mr Ernst Berg. The decision was subject to a Section 106 legal agreement.

27 Oldfield Road, Hampton

The application for an L-shape dormer loft extension and the removal of chimneys at 27 Oldfield Road, Hampton was REFUSED. The committee agreed with the officer's report that the proposed reasons for refusal were acceptable, particularly because granting permission would set a precedent for future development in the area. The proposal was considered to be contrary to the council's policies for roof extensions and would result in an incongruous and jarring addition to the Hampton Village Conservation Area. Cary O'Reilly, the applicant, made a representation in favour of the application. Councillor Robert Thompson requested the application be determined by the Planning Committee.

55 Broad Street, Teddington

Permission was APPROVED for development at 55 Broad Street, Teddington. Katie Simpson, the agent, made a representation in favour of the application. The committee considered that this development would enhance the area and lead to the utilisation of a retail unit that had been empty for a considerable period.
