The Planning Committee of Richmond upon Thames Council met on Wednesday 30 October 2019, approving three development applications and refusing one. Key decisions included the approval of a variation of conditions at Ryde House, the approval of a new development at Kingsway, Hampton, and the approval of a change of use at Bridle Lane, Twickenham. The committee also refused a planning application at 387 St Margarets Road, Twickenham.
Ryde House, 389-391 Richmond Road, Twickenham
Planning permission was approved for a variation of conditions at Ryde House on Richmond Road. While some members felt the proposed scheme offered a poorer visual contribution to the streetscene compared to a previous iteration, and noted concerns raised by the conservation officer, the committee ultimately found no evidence of demonstrable harm. The applicant's aspiration to achieve an 'excellent' BREEAM rating1 was also considered. The decision was made subject to conditions and informatives, and the completion of a Section 106 Legal Agreement.
Kingsway, Oldfield Road, Hampton
A development at Kingsway, Oldfield Road, was approved with additional conditions. Councillors felt the application was in keeping with the surrounding streetscene and that car parking provision was adequate. Concerns were raised about the potential for overcrowding, though officers stated this was not a planning consideration. The scheme was deemed an acceptable use of space that would create additional housing. Additional conditions were imposed regarding landscaping, ecology, and the use of permeable surfacing for parking spaces. An amended condition requires details of PV panels to be submitted for approval, and additional conditions mandate the use of permeable paving for the car park and the submission of an ecological enhancement plan. An informative also requested that the approved 1-bedroom flats be occupied by a maximum of one person per unit to comply with Nationally Described Space Standards2.
387 St Margarets Road, Twickenham
A planning application for 387 St Margarets Road was refused. Councillors expressed concerns about the potential for increased parking stress in the area due to private car drop-offs, pedestrian safety, and the potential for increased noise disturbance to neighbouring properties.
3-5 Bridle Lane, Twickenham
The committee approved a development at 3-5 Bridle Lane, Twickenham. The application was deemed acceptable and noted as providing additional office accommodation within the borough. The approval was subject to conditions and informatives.
