The committee was scheduled to consider a new premises licence application for Baker and Spice, located at 54-56 Elizabeth Street, London SW1W 9PB. The application, reference number 20/06415/LIPN, was for a new premises licence.

In considering this application, the sub-committee was advised to have regard to the City of Westminster statement of Licensing Policy, effective from 7th January 2016, and guidance issued by the Secretary of State under Section 182 of the Licensing Act 2003, with the most recent version published in April 2018.
