The Audit and Performance Committee of Westminster Council was scheduled to consider a range of financial and performance monitoring reports, alongside updates on audit progress and counter-fraud measures. The meeting was also set to review the council's treasury management strategy and address issues related to falling pupil numbers in Westminster schools.
Grant Thornton Audit Progress Report and Sector Update
The committee was scheduled to receive an update from the council's auditors, Grant Thornton, regarding the progress of the 2020-2021 audit. This update was also expected to cover key information on accounting changes and emerging issues relevant to the local government sector.
Finance and Performance Monitoring Report
This item on the agenda was for the monitoring and review of the council's financial position and performance. It was scheduled to cover revenue forecast outturn, revenue expenditure including key risks and opportunities, capital expenditure, and the Housing Revenue Account (HRA) revenue and capital expenditure and reserves.
Internal Audit Monitoring Report

The committee was scheduled to review and approve several policies maintained by the Corporate Anti-Fraud Service. These included the Fraud Response Plan, the Anti-Bribery Policy, and the Anti-Money Laundering Policy, which also encompasses associated procedures.
Treasury Management Strategy Mid-Year Review
An update on the delivery of the 2020/2021 Treasury Management Strategy was scheduled to be received and reviewed. The committee was also due to approve the Annual Treasury Strategy Mid-Year Review 2020/21, including any instances of non-compliance.
Isos Partnership Review of Westminster Schools
This agenda item was to consider the findings of a review conducted by Isos Partnership concerning falling pupil numbers in primary schools within Westminster. The review was also set to examine the associated impact on primary school finances. Recommendations to be proposed to the Schools Forum were also to be considered.
Work Programme Report
The committee was scheduled to review its work programme for the remainder of the 2020/21 municipal year.
