The Licensing Sub-Committee of Kingston upon Thames Council met on Tuesday 2 July 2024 and refused an application for a personal licence. The meeting was held in private to discuss information relating to an individual.
Application for a Personal Licence Refused
The Licensing Sub-Committee resolved to refuse an application for a personal licence. The committee considered relevant representations, heard oral submissions, and had regard to the Council's Licensing Policy1 and the Secretary of State's Guidance2 in making their decision. The applicant was informed of their right to appeal the decision to the Magistrates' Court within 21 days.
The meeting was attended by Councillor Emily Davey (Portfolio Holder for Housing & Co-Chair - People Committee), Councillor Jackie Davies, and Councillor Noel Hadjimichael (Mayor of the Royal Borough of Kingston upon Thames). Councillor Davies was appointed as Chair for the meeting. The minutes of the previous meeting held on 18 June were confirmed, and there were no declarations of interest. The public were excluded from the discussion regarding the personal licence application due to the likely disclosure of exempt information relating to an individual.
