The Cabinet of Tower Hamlets Council met on Wednesday 21 February 2024 to discuss school place planning, admissions arrangements, waste reduction and recycling, and the expansion of Beatrice Tate School. Key decisions included the approval of new school admission policies for 2025/26 and an increased budget for the Beatrice Tate School expansion.
Planning for School Places 2024/25 Review and Recommendations
The Cabinet received the annual review of the council's planning for school places. Councillor Maium Talukdar, Deputy Mayor and Cabinet Member for Education, Youth and Lifelong Learning, introduced the report, highlighting the factors influencing pupil population changes and the impact on projected pupil numbers. Steve Reddy, Interim Corporate Director for Children's Services, provided further detail on the sufficiency and sustainability of mainstream school places, as well as provision for children and young people with Special Educational Needs and Disabilities (SEND). The Cabinet noted the current position on school places, projected future demand, and the steps being taken to manage sufficiency and sustainability in line with the council's school organisation strategy. They also noted the latest position on SEND provision and specific equalities considerations.
Determination of Admissions Arrangements for 2025/26
Councillor Maium Talukdar also presented recommendations for the determination of school admission arrangements for Tower Hamlets Community Schools for the 2025/26 academic year. A key proposed change was the introduction of a new digital CATS4 assessment method for schools that use people ability banding, replacing the previous teacher assessment of reading levels. The report detailed the public consultation process, which ran from October 2023 to January 2024, and noted that consultation responses were overwhelmingly positive towards the proposed changes. The Cabinet agreed the Local Authority Relevant Area for admissions, the admission policies for community nursery, primary, and secondary schools, the schemes for co-ordinating admissions to the Reception Year and Year 7, and the planned admission numbers for each school for 2025/26. They also noted the specific equalities considerations.
Reduction and Recycling Plan Progress Report - Quarter 3, 2023
Councillor Kabir Hussain, Cabinet Member for Environment and the Climate Emergency, introduced the progress report on the Reduction and Recycling Plan (RRP) 2023-2025. He explained that the plan, drawn from the Council's Strategic Plan and Tower Hamlets Waste Management Strategy, was helping to drive changes. Simon Baxter, Corporate Director Communities, provided further detail, highlighting the challenges of recycling in the borough and outlining plans to target recycling infrastructure and resident behaviour. He also mentioned drafting a letter to the Secretary of State regarding the need for government intervention to require landlords to provide recycling infrastructure. Ashraf Ali, Richard Williams, Fiona Heyland, and Louise Houston provided further details on work undertaken and planned to improve recycling performance. The Cabinet noted the RRP Quarter 3 Progress Report.
Beatrice Tate School Expansion - 41 Southern Grove, London E3 4PX
Councillor Maium Talukdar introduced the report requesting approval for a budgetary increase and contract award for a permanent extension to the Beatrice Tate School. This expansion aims to provide additional places for disabled pupils. The Mayor and Cabinet welcomed the proposals, recognising the need for these educational facilities and their potential to contribute to housing provision on the Southern Grove site. The Cabinet approved an increase in the budget from £4,050,000 to £6,498,047, funded from the Higher Needs Capital Provision Allocations (HNCPA) grant and other education funding sources. They also approved the contract award to Alexander James Limited for the construction of the extension for the tendered sum of £5,503,122 and noted the Equalities Impact Assessment.
