The North Central London Joint Health Overview and Scrutiny Committee was scheduled to meet on Thursday 30 May 2024. The primary focus of the meeting was the scrutiny of the Quality Accounts for two NHS trusts: Barnet, Enfield & Haringey Mental Health NHS Trust and Camden & Islington NHS Foundation Trust.
Scrutiny of NHS Quality Accounts
The committee was scheduled to review the Quality Accounts for both the Barnet, Enfield & Haringey Mental Health NHS Trust and the Camden & Islington NHS Foundation Trust. These reports detail the services provided by the trusts, their performance over the past year, and their plans for the future.
The Quality Account for Barnet, Enfield & Haringey Mental Health NHS Trust (BEH) outlines its achievements and challenges during the 2023-24 period. It highlights the trust's vision of Better Mental Health, Better Lives, Better Communities
and its ongoing partnership with Camden and Islington NHS Foundation Trust (C&I) to form the North London Mental Health Partnership. Key areas covered include the Community Mental Health Transformation Programme, systems for quality governance, and the Care Quality Commission (CQC) inspection results. The report details initiatives such as the Brilliant Basics
programme, aimed at improving fundamental aspects of care, and quality improvement projects undertaken by staff. It also addresses infection prevention and control measures, patient safety, and the annual staff survey results. The trust's quality priorities for 2023-24 and plans for 2024-25 are also detailed, focusing on patient safety, clinical effectiveness, and patient experience.
Similarly, the Quality Account for Camden and Islington NHS Foundation Trust (C&I) for 2023-24 also details its partnership with BEH. It covers the trust's key highlights, including the development of new inpatient and community mental health facilities such as Highgate East and the Lowther Road Integrated Community Mental Health Centre. The report elaborates on the transformation of community mental health care, quality improvement initiatives, and the Brilliant Basics
programme. It also provides information on clinical audit and effectiveness, participation in national audits, and the trust's local clinical audit programme. The report addresses information governance, patient experience, patient safety, and infection control. It includes the results of the annual staff survey and outlines the trust's commitment to equality, diversity, and inclusion. The quality priorities for 2023-24 and plans for 2024-25 are also presented, mirroring the structure of the BEH report.
The agenda also included standard procedural items such as apologies for absence, urgent business, declarations of interest, and consideration of deputations, petitions, presentations, and questions. The meeting was scheduled to be filmed or recorded, with participants consenting to being filmed by entering the meeting room.
