Open Council Network is an independent organisation. We report on Haringey and are not the council. About us
The Planning Sub Committee of Haringey Council was scheduled to consider a range of planning applications and proposals. Key items included a reserved matters application for phases 1b and 2 of St Ann's General Hospital, a proposal for new homes at the Sir Frederick Messer Estate, and pre-application briefings on future developments.
Planning Application for St Ann's General Hospital
A significant item on the agenda was an application for reserved matters concerning phases 1b and 2 of the St Ann's General Hospital site in Tottenham. This application sought approval for the appearance, landscaping, layout, and scale of the development. It relates to a previous outline planning permission granted in July 2023 for residential development (Use Class C3) and flexible non-residential uses (Use Class E, F1/F2), along with pedestrian and cycle access, landscaping enhancements, and parking provisions. The current application aimed to partially satisfy several conditions attached to the original outline permission.
Sir Frederick Messer Estate Development
The committee was also scheduled to discuss a proposal for the erection of 66 new homes at the Sir Frederick Messer Estate. The development would comprise two six-storey blocks, providing 100% social rent homes, with 10% of these being wheelchair accessible. The plans also included cycle parking, hard and soft landscaping, and associated works.
Pre-Application Briefings
The agenda included pre-application briefings for potential future developments. These sessions are designed to allow councillors to discuss proposals and raise queries before formal applications are submitted. No decisions are taken during these briefings, and any subsequent applications will be subject to a full report and determination at a future meeting. The committee was reminded that councillors must not pre-determine or close their minds to these proposals, in line with the Members' Code of Conduct and the Planning Protocol 2016.
Update on Major Proposals
A report was scheduled to provide an update on major proposals within the council's pipeline. This would cover applications awaiting decision notices following committee resolutions and the signing of Section 106 agreements, applications currently under determination, and proposals being discussed at the pre-application stage.
Applications Determined Under Delegated Powers
The committee was also to be advised of planning applications that had been determined under delegated powers. This report would cover decisions made between 26 February 2024 and 17 May 2024.
The meeting was scheduled to take place at George Meehan House, 294 High Road, Wood Green, London, N22 8JZ. The agenda also included standard procedural items such as apologies, urgent business, declarations of interest, and the confirmation of minutes from the previous Planning Sub Committee meeting held on 7th March. The date for the next meeting was noted as 20th June.
The Planning Sub Committee operates under the council's Planning Protocol 20171, which guides the planning process, aiming to balance development with environmental protection and local amenities. The protocol also outlines procedures for public participation in meetings.
