The Climate, Community Safety & Culture Scrutiny Panel was scheduled to discuss anti-social behaviour, the community safety and hate crime strategy, and the dockless bike hire scheme. The meeting's agenda also included an update on the council's work programme.
Anti-Social Behaviour Overview
The panel was scheduled to receive an overview of anti-social behaviour (ASB) data at a ward level. Between February 2023 and January 2024, 10,220 ASB incidents were recorded in Haringey, placing the borough 12th highest in London for ASB volume. The rate of ASB per 1,000 population in Haringey was 34.6, which is 18% above the London average. The report indicated that Bruce Castle ward had the highest volume and rate of ASB. The most common types of ASB reported were rowdy/inconsiderate behaviour, rowdy/nuisance neighbours, ASB nuisance, noise, and vehicle nuisance. The data also suggested that ASB levels tend to be higher in Haringey during the summer months, with lower levels recorded in winter.
Community Safety and Hate Crime Strategy
The panel was scheduled to consider the Community Safety and Hate Crime Strategy. This strategy is mandated by the Crime and Disorder Act 1998 and forms part of the council's policy framework, requiring final approval from the full council. The development of a Hate Crime Strategy aligns with the council's commitment to zero tolerance for hate and discrimination, and hate crime is a prominent theme in Haringey's Corporate Delivery Plan for 2023. The strategy aims to encompass key community safety priorities and harmonise with other council strategies, including the Corporate Delivery Plan, the Young People at Risk strategy, and the proposed Hate Crime Strategy for 2024-2027. The report was to present the outcomes of public consultation and engagement undertaken in 2023, with six overarching themes identified: reporting and barriers to reporting, trust and confidence in police and council services, communication and engagement with residents, raising awareness of crime types and definitions, lived experiences, and other miscellaneous comments including ideas on co-production. The panel was to note the next steps, including Cabinet approval to take the Community Safety Strategy to Full Council for approval in March 2024.
Dockless Bikes - Transport Planning
The panel was scheduled to receive an update on the Haringey Dockless Bike Hire Scheme. A key aim within the council's adopted Walking and Cycling Action Plan (2022), Climate Change Action Plan (2021), and Corporate Delivery Plan is the trial of a dockless bike scheme, which operates without dedicated docking stations. Following public engagement in early 2023, Cabinet approved the implementation of a trial scheme for up to 24 months. By the end of February 2024, the council was expected to have entered into formal agreements with two providers, Lime and Forest (formerly Human Forest), to deliver the scheme, with a borough-wide launch anticipated shortly thereafter. The report outlined the Haringey Approach
to managing dockless bikes, which aims to maximise benefits while minimising negative impacts, particularly for vulnerable groups. This approach includes designated marked parking areas and virtual parking bays, with a requirement for users to park considerately. The council will enter into a Memorandum of Understanding with Lime and Forest, which will detail the agreed parking approach, social value requirements, and enforcement actions. The trial will be implemented in phases, and the council will monitor its performance and gather community feedback to inform future decisions.
