The Strategic Planning Committee of Haringey Council met on Thursday 20 June 2024 to discuss the performance of the Planning and Building Control services. The committee noted the report on the services' work throughout the 2023-24 financial year, which detailed performance metrics, backlog reduction efforts, and updates on policy development.
Planning and Building Control 2023-24 Update
The committee received a comprehensive update on the performance of Haringey Council's Planning and Building Control services for the 2023-24 financial year. The report highlighted a strong performance in determining 'Major' planning applications, achieving 100% within statutory timeframes. While 'Minor' and 'Other' application performance saw improvements compared to the previous year, the overall number of appeals decided decreased, though the dismissal rate remained high.
Significant progress was reported in tackling the backlog of planning applications, with the council receiving £75,000 from the government's Planning Skills Delivery Fund. This funding contributed to determining over 275 backlog applications, reducing the number of outstanding cases. The report also detailed the income generated from pre-application advice and Planning Performance Agreements (PPAs), which saw a substantial increase.
Discussions also touched upon the government's consultation on an 'Accelerated Planning System', with officers expressing concerns about potential unintended consequences, such as increased refusal rates and resource limitations. The council was also successful in securing £225,000 from the Digital Planning Improvement Fund to partner with Proptech provider VU.CITY. This funding will be used to develop and refine a site capacity modelling tool, aiming to improve the efficiency of the New Local Plan process.
Regarding the New Local Plan, the committee was informed that drafting is at an advanced stage, with a focus on refining site allocations. Member Working Group meetings are planned to allow for input on emerging allocations. The council aims to secure a Cabinet decision on the local plan by the end of 2024, with a view to commencing consultation thereafter.
In the area of Building Control, the report noted that the council is undergoing a competency process to ensure staff meet the requirements of the new Building Safety Act regulations. The council has one registered inspector, with three more awaiting exam results. Concerns were raised regarding the job re-evaluation process and potential risks associated with the new regime, including staff competency and retention. Updates on phone box removals were also promised.
