The Strategic Planning Committee of Haringey Council met on Monday 20 May 2024. The primary item scheduled for discussion was the establishment of the Planning Sub-Committee for the 2024/25 municipal year.
Establishment of the Planning Sub-Committee 2024/25
The meeting was scheduled to consider the establishment of a Planning Sub-Committee for the 2024/25 municipal year. The report pack indicated that the committee was asked to note the terms of reference for both the Strategic Planning Committee and the proposed Planning Sub-Committee, as detailed in the Council's Constitution.
It was also proposed that the Planning Sub-Committee be established with the same membership as the Strategic Planning Committee. The report pack outlined the terms of reference for the Planning Sub-Committee, which would be responsible for determining complex or contested applications for planning permission, listed building consent, advertisement consent, entering into planning agreements, permission in principle and technical details consents, creation or stopping up of highways, footpaths or bridleways, and the preservation of trees. The report pack also noted that the membership of the Planning Sub-Committee must be constituted in accordance with the Local Government and Housing Act 1989 and the Local Government (Committees and Political Groups) Regulations 1990, ensuring political balance. The report pack recommended that the Strategic Planning Committee agree to establish this sub-committee.
The report pack also referred to the Strategic Planning Protocol, which sets out in detail the process by which the Strategic Planning Committee functions. This protocol is subject to regular review and can be amended by the written agreement of the Leaders of the Political Groups on the Council. The Planning Sub-Committee would operate under this protocol, with its members expected to adhere to standards of behaviour in relation to applicants, residents, and other third parties to ensure probity in planning transactions.
The report pack indicated that there were no financial implications arising from the recommendations. The Head of Legal & Governance (Monitoring Officer) had consulted on the report and approved its content. An initial screening of the proposals had also been completed, with no implications identified for the Council's public sector equality duty under the Equality Act 2010.
The meeting was also scheduled to receive any apologies for absence, consider the admission of any late items of urgent business, and consider any deputations, petitions, presentations, or questions. The dates of future meetings were also to be noted.
