The report also detailed the scheduled dates for ordinary meetings in 2026/27: 28 July 2026, 13 October 2026, 18 January 2027, and 22 March 2027. The committee would also convene as needed for Chief Officer recruitment processes. A provisional work programme for 2026/27 was presented for agreement.

The terms of reference for the committee, as detailed in Part 5 of the Council's Constitution, were to be reviewed. These include responsibilities for the recruitment and appointment of Corporate Directors and Directors, hearing appeals against dismissal or disciplinary action for Corporate Directors, and making recommendations to the Council on the appointment of an Independent Person under the Localism Act 2011¹. The General Purposes functions include agreeing the council's tax base, making appointments to outside bodies between council meetings, considering byelaws, and recommending the annual Pay Policy Statement².

The report noted that the committee's work in recruiting senior officers is key to supporting the delivery of the council's corporate plan, the Islington Together 2030 Plan.

Annual Review of the Constitution 2026/27

The committee was also scheduled to undertake an annual review of the council's constitution. This review would consider any changes to the Constitution and make recommendations to the Council for approval. The Officer Employment Procedure Rules, extracted from Part 4 of the Council's Constitution, were also provided, detailing the process for the appointment of Chief Executive and Chief Officers. This process includes steps for advertising, shortlisting, and final interviews, with the Appointments and General Purposes Committee playing a central role in these decisions.
