The Cabinet of Rushmoor Council is scheduled to convene on Tuesday, 4 August 2026, to discuss a range of important financial, operational, and community-focused matters. Key agenda items include a review of the council's budget outturn and financial forecasts, an update on the Council Delivery Plan and risk register, and the consideration of new policies related to employee probation, housing enforcement, and the use of mobile CCTV. Additionally, the Cabinet will consider proposals for a new young adult employment hub and funding for a new 3G sports pitch.
Budget Outturn 2025/26, 2026/27 Quarter One Forecast and Medium Term Financial Strategy Update 2026/27
Councillor Gaynor Austin, the Finance & Resources Portfolio Holder, will present a report detailing the council's financial performance. The report is scheduled to cover the financial outturn for the 2025/26 financial year, the forecast for the first quarter of 2026/27, and an update to the Medium Term Financial Strategy (MTFS) for the period up to 2029/30. The report includes a recommendation to approve the write-off of certain debts. Attendees will be asked to note the revenue outturn for 2025/26, approve budget carry-forwards and capital reprofiling, and note the quarter one forecast and MTFS update. Significant financial risks and uncertainties are highlighted, particularly concerning commercial property income, capital receipts, and costs associated with Local Government Reorganisation (LGR).
Council Delivery Plan and Risk Register Quarter One Update and Performance Management Framework
Councillor Gareth Williams, the Leader of the Council, is scheduled to present an update on the Council Delivery Plan and the Corporate Risk Register for the first quarter of 2026/27. The report outlines progress made against the council's priorities, with 76% of the 23 priorities reported as being on track. Key highlights include securing funding for a Youth Hub, progress on town centre regeneration projects, and the commencement of work on a new leisure centre. The report also details changes to performance measures and indicators, and updates to the Corporate Risk Register, including a dashboard illustrating the largest risk gaps
where residual risk is highest. The refreshed Performance Management Framework and Data Quality Policy are also presented for approval.
New Employee Probation Policy
Councillor Gaynor Austin, Finance & Resources Portfolio Holder, will present a proposed new Probation Policy for approval. This policy aims to strengthen the process for new employees by providing clear expectations, roles, and responsibilities for both the employee and their line manager during the initial six-month probation period. The policy outlines formal review meetings, feedback mechanisms, and the documentation required. It has been discussed with managers and Unison, and an equality impact screening has determined a positive or neutral impact, meaning a full assessment is not required.
Updated Civil Penalties Policy for Housing Enforcement
Councillor Keith Dibble, the Housing, Planning & Property Portfolio Holder, will seek approval for an updated Civil Penalties Policy. This policy provides the framework for issuing civil penalties for housing-related offences under various acts, including the significant Renters' Rights Act 2025. The updated policy is necessary to comply with new statutory duties and expanded enforcement powers introduced by the Renters' Rights Act, which came into effect on 1 May 2026. The policy details how penalty levels will be determined, aggravating and mitigating factors considered, and the process for issuing notices, considering representations, and enforcing penalties. The report highlights that the council will need to operate both the existing and new policies in parallel during a transitional period. This is considered a key decision due to its borough-wide impact and financial implications.
Establishment of a New Young Adult Employment Hub in Rushmoor
Councillor Julie Hall, the Economy, Skills & Regeneration Portfolio Holder, will present a proposal for the establishment of a new Young Adult Employment Hub (Youth Hub) in Rushmoor. The council has successfully secured approximately £90,000 in grant funding from the Department for Work and Pensions (DWP) to establish this hub. The initiative aims to support young people aged 16 to 24, particularly those not in education, employment, or training (NEET), by providing a single location for employment advice, careers guidance, training, mental health support, and wellbeing services. The hub is proposed to be located on the second floor of the Council Offices in Farnborough and will be staffed by two Employment Advisors funded by the grant, working alongside Jobcentre Plus Work Coaches. The proposal includes targets for engagement and progression into employment, education, or training.
Mobile CCTV Policy
Councillor Christine Guinness, the Pride in Place / Neighbourhood Services Portfolio Holder, will present a proposed Mobile CCTV policy for approval. The aim of introducing mobile CCTV cameras is to detect and deter anti-social behaviour and fly-tipping in areas not covered by the council's existing fixed CCTV system. The council has received £12,500 in grant funding from the Office of the Police and Crime Commissioner (OPCC) to purchase camera units. The policy outlines the purpose, scope, data protection guidelines, and circumstances under which footage may be released. Cameras will be deployed overtly, and their use will be governed by strict data protection and human rights legislation. A Data Protection Impact Assessment (DPIA) has been completed, and a location-based Privacy Impact Assessment will be conducted before each deployment.
Wavell 3G Pitch - Football Foundation Application
Councillor Sophie Porter, the Healthy Communities & Active Lives Portfolio Holder, will seek approval for the council to provide partnership funding towards the construction of a third-generation (3G) artificial grass pitch at Wavell School. Wavell School is applying for a main grant from the Football Foundation, and the council's contribution of £150,000 will form part of the required local partnership funding. This project is identified as a priority in the Rushmoor Playing Pitch Strategy and Local Football Facilities Plan, addressing a significant demand for 3G pitches in the borough. The council's contribution would be funded from the remaining balance of the Community Recovery Fund (£85,000) and Capital Receipts (£65,000). The project aims to enhance community sport, health, and wellbeing, with a strong emphasis on community usage agreements.
