The Licensing and Corporate Business Committee of Rushmoor Council is scheduled to meet on Tuesday 16 June 2026. The meeting's agenda includes discussions on proposed interim warding arrangements for local government reorganisation, the appointment of a Head of Paid Service, and updates to the council's constitution regarding temporary event notices.
Local Government Reorganisation Interim Warding Arrangements
A key item for discussion is the report from the Leader of the Council concerning proposed interim warding arrangements for the new North Hampshire Council. The committee is expected to consider options that will be put forward for recommendation to an Extraordinary Council Meeting scheduled for 18 June. This follows a period of local government reorganisation, a process that aims to restructure local authorities in response to government directives.
Appointment of Head of Paid Service
The committee will also consider a report from the Corporate Manager - People regarding arrangements for making a permanent appointment to the position of Head of Paid Service. This role is a statutory position within local government, responsible for the overall management and leadership of the council's staff.
Constitution Update: Temporary Event Notices
A proposed amendment to the council's constitution, specifically the Scheme of Delegation, will be reviewed. This amendment concerns the process for determining objections to standard Temporary Event Notices (TENs) made by the police or Environmental Health. The report from the Executive Head of Operations suggests that officers could be empowered to add conditions to TENs in certain circumstances, rather than automatically referring all objections to a Licensing Sub-Committee hearing. This change is intended to streamline the process and reduce the burden on officer and member time, particularly when conditions from an existing premises licence or club premises certificate are deemed sufficient to address the objection. The report notes that if adding conditions is not appropriate, the matter would still be referred to the Licensing Sub-Committee (Alcohol and Entertainments).
Appointments to Outside Bodies and Council Roles
The committee is scheduled to consider a range of appointments for the 2026/27 municipal year. This includes:
- Outside Bodies: Nominations for representatives to various external organisations, such as the Aldershot and Farnborough Festival of Music and Art, Blackbushe Airport Consultative Committee, and the Citizens Advice Rushmoor Trustee Board. These appointments aim to ensure the council's representation and engagement with a variety of community and regional bodies.
- Licensing Sub-Committees: Confirmation of the membership for the Licensing Sub-Committee, the Licensing Sub-Committee (Alcohol and Entertainments), and the Licensing Sub-Committee (Taxis) for the upcoming year.
- Constitution Working Group: The appointment of a cross-party group to review and advise on the council's constitution.
- Champion Roles: Consideration of nominations and terms of reference for two specific Champion roles: the Armed Forces Covenant Champion and the Pride in Place Champion. These roles are intended to provide focus and leadership on specific council priorities.
Update on Honorary Aldermen Proposals
An update on proposals for the conferment of the title of Honorary Alderman of the Borough is also on the agenda. This item is scheduled to be discussed in a part of the meeting where the public may be excluded, as it involves exempt information relating to individuals. The committee will consider recommendations to be submitted to an Extraordinary Meeting of the Council.
