The Planning Sub Committee of Haringey Council met on Monday 08 June 2026 to discuss a range of planning matters. The agenda included a pre-application briefing for a significant mixed-use development in Hornsey, an update on major proposals, and a report on applications determined under delegated powers.
Pre-Application Briefing: 7-11 Tottenham Lane, Hornsey, London, N8 9DJ
The committee was scheduled to receive a pre-application briefing on proposals for the site at 7-11 Tottenham Lane, Hornsey, London, N8 9DJ. The development, put forward by Fifth State, involves the retention and alteration of the former Lotus Motor Racing Car Factory, the demolition of other buildings, and the construction of a mixed-use development. This would comprise Purpose Built Student Accommodation (PBSA) (Sui Generis), flexible industrial floorspace (Classes E(g)(iii) and B8), and a café/community use (Classes E, F1 and F2). The plans also include the creation of a service road, a landscaped public square, and public realm improvements.
The report pack indicated that this pre-application stage was intended to allow members to view the proposals ahead of a full planning application submission, with any comments made being provisional and not prejudicing the final outcome. It was anticipated that a formal planning application, once received, would be presented to the Planning Sub-Committee in early 2027, as the proposal needed to be considered in tandem with the local plan review.
The site is located within the 'Cranford Way Locally Significant Industrial Site' (LSIS) and is also designated as Site Allocation HY SA08 in the Regulation 18 Draft Local Plan. The Lotus Building and a linked single-storey building to the rear are locally listed. The site has a Public Transport Accessibility Level (PTAL) rating of 3 to 4, with good access to public transport, including Hornsey Station and Turnpike Lane Underground Station.
The proposed development includes the retention of the former Lotus showroom and stables for use as a café/community facility. All other buildings on the site are slated for demolition. The new buildings, ranging from 9 to 16 storeys, would be set around a landscaped public square. The plans detail 1,951 sqm of flexible industrial space, 518 PBSA units (326 studios and 192 cluster rooms), and associated communal amenity spaces, including a gym, games area, laundry, podium garden, and roof terrace. Significant cycle parking (390 long-stay and 20 short-stay spaces) and limited Blue Badge parking are also proposed.
The report pack noted that an Environmental Impact Assessment (EIA) Screening Opinion was pending with the Secretary of State to determine if the scheme constitutes EIA development. The applicant had engaged in public exhibitions and consulted with local community groups. The Greater London Authority (GLA) had provided a pre-application response supporting the principle of redevelopment and intensification for an industrial and student accommodation co-location scheme within an LSIS, subject to further strategic matters being addressed. The proposal had also been presented to the Haringey Quality Review Panel (QRP) on three occasions, with the panel expressing concerns about massing, architectural quality, and the need for a stronger masterplan vision.
Update on Major Proposals
The committee was scheduled to receive an update on major proposals in the pipeline. This report would cover cases that had received a resolution to grant planning permission and were awaiting the finalisation of Section 106 agreements, applications currently under consideration, and proposals at the pre-application stage. Information on any current major planning appeals was also to be included. The report was to be noted, with any queries to be directed to the Head of Development Management.
Applications Determined Under Delegated Powers
A report was scheduled to advise the Planning Committee of decisions on planning applications taken under delegated powers for the period 1/02/2026 – 30/04/2026. Similar to the update on major proposals, members were to note the report, with queries to be directed to the Head of Development Management.
Other Agenda Items
The meeting also included standard procedural items such as apologies for absence, consideration of urgent business, and declarations of interest. The minutes of the previous Planning Sub Committee meeting held on 5th March 2026 were to be confirmed. The date of the next meeting was noted as 6th July.
It was also noted that the meeting may be filmed or recorded, and attendees were consenting to this by their presence. The Chair of the meeting had the discretion to terminate or suspend filming if it disrupted proceedings. The committee operates under the Council's Planning Protocol 20251, which guides the planning process and decision-making.
