The Planning Committee of Cardiff Council met on Thursday 30 July 2026. The committee resolved to defer a decision on the proposed alterations and extensions to a Grade II listed former church on Bangor Street, Roath, due to concerns about the overbearing impact of the extension on a neighbouring property. The committee granted planning permission for a new residential development south of Willowbrook Drive in Trowbridge, a supported living apartment complex on the former Ely Housing Office site, and a garden room at 30 Hazelhurst Road.
Rainbow Bargain Ltd, Bangor Street, Roath
The committee resolved to defer a decision on the application for repair, alteration, and extension of the Grade II listed former church on Bangor Street, Roath, for reasons for refusal. The primary concern was the overbearing relationship of the proposed extension to a neighbouring residential property, which was deemed contrary to Policy KP5 of the adopted Local Development Plan 2016. Councillor Peter Wong, who had declared a prejudicial interest, left the meeting during this item.
Land South of Willowbrook Drive, Trowbridge
Planning permission was granted for a residential development of 35 dwellings, including 18 affordable homes, on land south of Willowbrook Drive in Trowbridge. The development, a partnership between Cardiff Council and Wates Residential, was praised for its design, integration of green infrastructure, and retention of existing trees and woodland. The decision was subject to the completion of a Section 106 agreement to secure affordable housing provision, contributions towards public open space and community facilities, and highway infrastructure. Former Ely Housing Office Site, Land at the Junction of Pendine Road and Grand Avenue, Ely
Permission was granted for the development of a supported living apartment complex on the former Ely Housing Office site in Ely. The development will provide 11 apartments for supported living, along with staff accommodation, communal facilities, and associated landscaping and infrastructure. The committee noted the high demand for supported accommodation in the area and the scheme's contribution to meeting this need.
30 Hazelhurst Road, Llandaff North
Permission was granted for the construction of a new garden room at 30 Hazelhurst Road, Llandaff North, to replace an existing garden shed. The application was brought before the committee as the applicant is an elected member of the council. The proposal was deemed to be of good quality design, sympathetic to the area, and would not have an unacceptable impact on neighbouring amenities or green infrastructure.
