Open Council Network is an independent organisation. We report on Cardiff and are not the council. About us
The Economy & Culture Scrutiny Committee is scheduled to consider updates on the GLL Better Leisure contract and the 'Improving Cardiff City Centre Daytime Users' Experiences' inquiry. The committee will also discuss its work programming for the upcoming year and review recent correspondence.
GLL Better Leisure Contract Monitoring
The committee is scheduled to receive an update on the delivery of the Leisure Centre Management Partnership between Cardiff Council and GLL (Greenwich Leisure Limited) Better Leisure. The report will focus on scrutinising the partnership's performance over the past year, examining aspects such as participation and usage rates, capital programme works, the medium-term financial forecast, and staffing. It will also include comparator data with other GLL contracts and any changes to the Council's commitments or risks to the Council. The report notes that Appendix A, containing confidential slides on financial information, will be considered in a closed session.
'Improving Cardiff City Centre Daytime Users' Experiences' Inquiry Draft Report
A draft report on the 'Improving Cardiff City Centre Daytime Users' Experiences' Inquiry is scheduled for discussion. The inquiry aimed to explore how to enhance the daytime experiences of city centre users by reviewing existing strategies, examining performance data, considering user feedback, conducting walkthrough assessments, and hearing from stakeholders. The draft report, attached at Appendix A1, details key findings and recommendations intended to improve the city centre's user experience and boost footfall, repeat visits, length of stay, and spending. The committee will discuss and potentially amend the report before submitting it to the Cabinet.
Work Programming
The committee will discuss the development of its work programme for the 2026-2027 municipal year. This will involve reviewing potential items for consideration and prioritisation, drawing from previous committee recommendations, suggestions from members and officers, corporate documents, and other relevant information. The process will aim to balance the committee's workload to effectively address corporate priorities and long-term outcomes, with a focus on public importance, potential impact, and the delivery of improved council performance. The committee will also note the schedule of upcoming meetings.
Correspondence
An update on correspondence sent and received by the committee will be provided. This will include details of responses awaited and received from Cabinet Members regarding previous reports and inquiries. The committee will have the opportunity to reflect on this update and discuss any necessary follow-up actions.
