The Delegated Decisions by Cabinet Member for Transport meeting is scheduled to discuss a range of transport-related matters, including changes to car parking at County Hall, the Oxfordshire Micromobility Scheme contract, and various proposed traffic calming and speed limit changes across the county. The meeting will also address amendments to parking permit eligibility in Oxford City and parking restrictions in several other locations.
Car Parking at County Hall
A report is scheduled to be presented regarding changes to car parking usage at County Hall. The proposed County Hall Car Parking Policy aims to align parking provision with the council's strategic plan to reduce unnecessary car journeys and promote sustainable travel options. Under the policy, parking would be limited to operational needs, Blue Badge holders, and those with short-term health or accessibility requirements. General commuting convenience, lack of public transport, or personal preference will not be grounds for parking provision. The Cabinet Member is recommended to approve the adoption of this policy and delegate authority for its implementation and management to the Director for Property and Assets.
Oxfordshire Micromobility Scheme Contract
A key decision is required regarding a new concession contract for a micromobility scheme, which would include e-scooters and e-bikes. This scheme, known as the Oxfordshire Micromobility Scheme, is planned to cover central Oxfordshire, including areas like Oxford, Botley, Kennington, and Kidlington, with potential expansion to Abingdon and Wheatley. Additionally, e-bike trials are planned for the Science Vale area and Bicester. The contract is proposed to be a two-year full concession with an option to extend for a further two years. A significant emphasis will be placed on the management and expansion of parking for these vehicles, with requirements for mandatory parking locations, capped bay capacity, and the use of revenue share agreements to fund further parking infrastructure. The Cabinet Member is recommended to delegate authority to the Director of Environment and Highways to award the contract and authorise officers to implement the scheme, including a future consultation to expand e-scooter operations.
Traffic Calming and Speed Limit Changes
Several proposals for traffic calming and speed limit changes are scheduled for discussion:
Proposed Crossings, Traffic Calming and Cycleways - Abingdon Road, Culham
Proposals for the A415 Abingdon Road in Culham include a new 'Toucan' crossing west of the signalised junction with Tollgate Road, a 'Side Road Entry Treatment' (SRET) traffic calming feature at the junction with Thame Lane, and the widening of a section of footway on Tollgate Road to create a shared use foot and cycleway. These measures are intended to improve road safety, particularly for those walking and cycling to the Europa School and Culham Campus. The Cabinet Member is recommended to approve these measures and delegate final design approval to the Director of Environment & Highways in consultation with the Cabinet Member for Transport.
Proposed Traffic Calming - Eastern Bypass Road, Oxford
A report concerning traffic calming on the Eastern Bypass Road in Oxford is to be discussed. This involves the implementation of a ramp for footway and cycleway priority over the Gate 5 access to the BMW Mini Plant. The Cabinet Member is recommended to approve the construction of this 'Side Road Entry Treatment' (SRET) feature.
Proposed Traffic Calming - Townsend Road, Shrivenham
The meeting agenda includes a proposal for traffic calming measures on Townsend Road in Shrivenham. The proposals consist of three pairs of speed cushions, along with 'Dragon's Teeth' markings on approaches to a new 30mph speed gateway and a solar-powered Speed Indicator Device (SID). These measures are intended to reduce vehicle speeds in the vicinity of a new development. The Cabinet Member is recommended to approve the construction of these speed cushions.
Station Approach Road, Banbury - Proposed ANPR Enforcement
A report will be presented regarding the proposed introduction of Automatic Number Plate Recognition (ANPR) cameras on Station Approach Road (North) in Banbury. This is part of the wider 'Access to Banbury Train Station' project and aims to enforce the existing bus gate/lane, as surveys indicated a significant percentage of unauthorised vehicles were using it. The Cabinet Member is recommended to approve the use of ANPR cameras for this enforcement.
A40 Access to Witney - Traffic Management Orders
Proposals for traffic management orders associated with junction improvements on the A40 near Witney are scheduled for discussion. These include new 60mph speed limits on the bypass and slip roads, 40mph limits on adjoining roads such as the B4022 Oxford Hill, High Cogges Road, and South Leigh Road, a 'No Entry' restriction on the A40 Eastbound off-slip at its junction with the B4022 Oxford Hill, and 'Clearway' restrictions on the new A40 Eastbound off-slip and Westbound on-slip roads. The Cabinet Member is recommended to approve these measures.
Headington Market, Oxford – TRO Amendments
Amendments to parking restrictions are proposed for Headington Market and Gladstone Road. These include approving dual-use bays in Kennett Road, London Road, and New High Street to allow market traders permit parking on Saturdays, and the removal of a shared-use bay in Gladstone Road to be replaced with 'No Waiting At Any Time' restrictions due to a new dropped kerb. The Cabinet Member is recommended to approve these changes.
Proposed No Waiting Restrictions - Oxford Science Park Primary Substation, Grenoble Rd, Littlemore
A report on proposed 'No Waiting at Any Time' parking restrictions (double yellow lines) on the eastern side of Grenoble Road at Greater Leys is to be discussed. These restrictions are required to ensure visibility splays for new access junctions being constructed for the Oxford Science Park. The Cabinet Member is recommended to approve these restrictions.
Westminster Way, Botley - Proposed Permit Parking Area
Proposals for a new permit parking area in the Westminster Way area of Botley are scheduled. These are funded through a Section 106 agreement related to the West Way redevelopment. The proposals include approving double yellow lines on several sections of road and deferring the introduction of 'Residents permit parking places only' areas. The introduction of cycle parking on West Way, adjacent to Elms Parade, is also recommended for approval.
Shrivenham Parking Review 2026
A review of the parking scheme in central Shrivenham is to be discussed. Proposals include introducing 'No Waiting at Any Time' restrictions on several roads, relocating a Disabled Persons Parking Place from High Street to Church Walk, and introducing a new motorcycle-only parking bay on High Street. Properties from 1-11 High Street may also be included in the list of dwellings eligible for residents and visitor parking permits. The Cabinet Member is recommended to approve these measures.
Land at 60-68 Broadway, Didcot - Parking Amendments
Changes to existing parking restrictions are proposed for Broadway, Didcot as part of a development creating a new access junction. The proposals include introducing 'No Waiting at Any Time' parking restrictions (double yellow lines) on the northern side of Broadway. The Cabinet Member is recommended to approve these restrictions.
Proposed Parking Permit Eligibility Changes - Oxford City
Amendments to parking permit eligibility are scheduled for discussion across various Controlled Parking Zones (CPZs) in Oxford City. These include excluding specific properties from eligibility in Lye Valley, Marston North, and North Summertown, while including one property in North Oxford for visitors' permits only. Additionally, administrative amendments to Traffic Regulation Orders are proposed for Cowley Marsh, Jericho, and North Oxford. The Cabinet Member is recommended to approve these changes.
Brize Norton and Carterton: Proposed 30mph Speed Limit at Monahan Way, Norton Way and Carterton Road
A proposal to reduce the speed limit from 40mph to 30mph along the full length of B4477 Monahan Way, Carterton Road, and Norton Way is to be discussed. This change is linked to approved housing development and aims to improve road safety. The Cabinet Member is recommended to approve these new 30mph speed limits.
Langford Lane, Kidlington - Proposed 30mph Extension
A report on the proposed extension of the existing 30mph speed limit on Langford Lane in Kidlington is scheduled. The extension would reach the junction with the A44 Woodstock Road, replacing the current 60mph national speed limit. This is part of a development at Oxford Business Park. The Cabinet Member is recommended to approve this extension.
Proposed 20mph Speed Limit - Compton Beauchamp
A proposal to introduce a 20mph speed limit within Compton Beauchamp is to be discussed. This change is being put forward for road safety reasons following a request from the Parish Council. The Cabinet Member is recommended to approve the introduction of this new speed limit.
Proposed 20mph Speed Limit - Hardwick Hill, Banbury
A report on the proposed introduction of a 20mph speed limit within the 'Hardwick Hill residential development' at the northern end of Banbury is scheduled. This is in response to planned road adoption within the estate. The Cabinet Member is recommended to approve this speed limit.
Proposed 20mph Speed Limit - Fordwells
Proposals to introduce a 20mph speed limit within Fordwells and extend the existing 20mph limit in Asthall Leigh are to be discussed. These changes are being put forward for road safety reasons following a request from the Parish Council. The Cabinet Member is recommended to approve these measures.
Declarations of Interest
The agenda notes that councillors must declare any disclosable pecuniary interests when the item Declarations of Interest
is reached or as soon as it becomes apparent. Disclosable pecuniary interests relate to employment, sponsorship, contracts, land, licenses, corporate tenancies, and securities, and must be declared at the meeting. Councillors with such interests must not participate in discussion or voting on the item and must withdraw from the meeting.
Petitions and Public Address
Members of the public can attend the meeting in person or virtually to speak on an agenda item or present a petition. Requests to present a petition must be submitted ten working days before the meeting, and requests to speak must be submitted three working days before the meeting. Written statements can also be submitted by 9 am on the day of the meeting.
Questions from County Councillors
County councillors may submit questions on agenda items by 9 am three working days before the meeting. Each councillor is limited to two questions per meeting, or one question with a supplementary. Unanswered questions will receive a written response.
