The Communities, Housing and Environment Cabinet Advisory Board met on Tuesday, 8 September 2026, to discuss updates to the planning validation checklist and the maintenance of The Pantiles Colonnade. New Updated Planning Validation Checklist

The Board considered and recommended for approval the updated Planning Validation Checklist. Gwenda Bradley, Principal Planning Officer, introduced the report, explaining that the checklist provides guidance on the information required for planning applications to ensure they are validated and assessed efficiently. The update incorporates changes from the adopted Tunbridge Wells Local Plan, the National Planning Policy Framework (NPPF), and new legislation regarding Biodiversity Net Gain (BNG).

During the discussion, Councillor Munday Davidson questioned the low public response to the consultation on the checklist. Ms. Bradley explained that such technical documents, aligned with regulations, may not elicit widespread public engagement, and a lack of objections can sometimes indicate support. The Board agreed to recommend the approval of the updated checklist to Cabinet, along with authorising the Head of Planning to make any minor editorial changes prior to publication.

Update on the Full Council Motion regarding the Maintenance of The Pantiles Colonnade

Councillor Justine Rutland, Deputy Leader and Cabinet Member for Economic Development, introduced the report concerning the maintenance of The Pantiles Colonnade. Carlos Hone, Head of Planning Services, presented the update, noting that contractors were scheduled to begin works on 28 September 2026. He explained that a Listed Building Consent application had been approved, detailing specific repair methodologies for each column to preserve original materials. Hardwood has been recommended for replacements, and resin compounds will be used for waterproofing.

In response to questions, Mr. Hone clarified that the Auction House is not part of the Target Follow estate and therefore not covered by this report. He also highlighted that engagement sessions would be held with various stakeholders, including current and potential new owners, as part of the Local Plan Review to develop a long-term vision for The Pantiles. It was confirmed that Listed Building Consent is tied to the property, not the owner, and any new owner would be expected to complete the works. The Board noted that Targetfollow had announced their intention to sell their Tunbridge Wells estate, including The Pantiles, but assured that repairs would continue as the sale progresses. The Board resolved to recommend that Cabinet note the report.
