It also specifies the process for DMC budget bids, requiring TRAs to have been represented at a minimum of two meetings in the past twelve months, with exceptions for new or revived TRAs.

HRA Medium Term Financial Strategy & Engagement for Budget Setting 2027/28

A discussion was planned regarding the Housing Revenue Account (HRA) Medium Term Financial Strategy and the engagement process for budget setting for 2027/28. A report from the Strategic Finance Lead - Housing highlighted the considerable financial challenges facing the council, with the HRA needing to find between £8 million and £12 million in savings over the next three years. This is due to rising costs for repairs, property maintenance, fire safety improvements, the Building Safety Act, tackling damp and mould, and responding to an increasing number of housing disrepair cases. The report also proposed a revised approach to tenant engagement for budget setting, moving away from solely relying on DMC meetings to a more accessible, multi-channel consultation process to allow all tenants to provide input. This new approach aims to be more open, accessible, and meaningful, offering online and offline participation options, alongside continued engagement with DMCs.

Camden Town DMC Bids

The committee was scheduled to review updates on the progress of agreed bids from Tenant and Resident Associations (TRAs) and consider any new bids submitted. In line with DMC funding guidelines, TRAs were expected to provide updates on the progress and associated spend of their approved bids. The report indicated that the total budget for the financial year 2026/2027 was £161,650.00, with £19,694.92 of bids approved to date, leaving a balance of £141,955.08. No new bids were listed for consideration at this meeting.

Update from the Cabinet Member for Better Homes and Homelessness Prevention

Councillor Anna Wright, Cabinet Member for Better Homes and Homelessness Prevention, was scheduled to provide an update on housing issues within the borough. This update was expected to cover several key areas, including progress on reducing void property turnaround times, improvements in housing IT systems, the performance of the new in-house gas boiler team, the introduction of an SMS notification service for lift repairs, winter preparedness for heating and hot water, and an update on the Chalcots Estate major works programme. The update was also to address resident safety initiatives, including investments in fire safety works and the ongoing efforts to achieve full compliance with safety regulations.

TSM Results FY25/26

The committee was to be presented with the Tenant Satisfaction Measures (TSM) results for the 2025/2026 financial year. These measures, required by the Regulator of Social Housing, provide a standardised view of landlord performance from tenants' perspectives, covering both perception and management information. The report indicated a mixed picture, with overall satisfaction decreasing slightly, but improvements noted in satisfaction with repairs and complaints handling. However, there were declines in tenant perceptions of how Camden listens to their views and acts upon them, and in the handling of anti-social behaviour. The report also highlighted a significant decrease in communal lift safety checks, attributed to improved reporting accuracy following access issues.

Tenant Engagement Quarterly Report: June, July, August 2026

This report was to provide insights and recommendations from the monitoring of tenant engagement activities and forums supported by Housing and Property Services. It was to detail the current programme of engagement events, including Neighbourhood Action Days, and evaluate resident feedback. The report was also to cover applications to the Special Projects Grant and the District Management Committee Fund, and share Stories of Impact. A key focus for the quarter was supporting TRAs in holding their Annual General Meetings (AGMs) to regain A-listed status. The report was also to highlight challenges, such as internal committee difficulties within some TRAs, and successes, such as the establishment of the Monika Shaw TRA.

Homes & Communities Performance Report - Quarter 1 2026/27 (April to June 2026)

This report was intended to provide an overview of the Homes & Communities directorate's performance during the first quarter of the 2026/27 financial year. It was to cover Housing Solutions, Allocations and Lettings, Housing Income and Leasehold Services, Neighbourhoods, Building Safety, and Repairs. The report indicated a mixed performance, with high demand for housing services and an increasing number of households in temporary accommodation, alongside strong housing income performance and robust building safety compliance. Challenges were noted in gas certification, reducing overdue fire and building safety actions, and improving non-emergency repair timescales.

Brunswick Centre Heating - Position Update and Lessons Learnt Report

The committee was to receive an update on the communal heating breakdown at the Brunswick Centre, which occurred in December 2025. The report was to detail the refurbishment programme, which had restored the system and allowed for the removal of a temporary boiler. A lessons learned review had identified factors contributing to the failure, including inadequate water treatment and delayed responses to leaks. The refurbishment had also led to wider benefits, such as improved health and safety arrangements and upgrades to controls. The report was to outline progress against key recommendations, including strengthening water treatment management, enhancing planned maintenance, and reviewing future asset replacement strategies.

Engagement Report

This report was to provide a quarterly update on engagement activities within the Camden Town District from June to September 2026. A priority for the quarter was supporting TRAs in holding their Annual General Meetings (AGMs) to ensure they met registration requirements. The report was also to detail efforts to engage with estates without a current TRA and highlight challenges, such as internal committee difficulties within some TRAs, alongside successes like the establishment of the Monika Shaw TRA. Future priorities were to include engaging residents in areas with limited TRA activity and exploring opportunities for establishing new TRAs.
