Review of the Borough's Community Infrastructure Levy (CIL) - Approval of Charging Schedule

A significant portion of the meeting is dedicated to considering the revised Community Infrastructure Levy (CIL) Charging Schedule. This levy enables the council to collect funds from certain developments, which are then used to finance infrastructure projects that support and mitigate the impact of growth within the borough. The current CIL Charging Schedule has been in place since April 2013, and a review was commissioned in 2023 to identify and implement any necessary updates. The viability study underpinning this review has identified potential changes, including introducing a residential CIL charge to the Croydon Metropolitan Centre, increasing CIL rates for certain developments, and applying charges to developments that were previously exempt. The draft schedule has undergone public consultation and an independent examination, with the examiner recommending two changes that have now been incorporated. The Sub-Committee is being asked to consider this revised schedule before it is recommended for adoption by Cabinet and the Council.

Residential Extension and Alterations - Guidance

The Sub-Committee will also consider the proposed approach for public consultation and the production of planning guidance specifically for residential extensions and alterations. The aim of this guidance is to provide clear advice for officers, householders, and applicants regarding appropriate standards for home alterations and extensions. This will help ensure quality developments that respect local character, the appearance of existing buildings, and neighbouring amenity, while also supporting the determination of planning applications.

Enforcement Update

An update on the Council's enforcement activities is scheduled, with a particular focus on environmental enforcement. This will cover a range of areas including fly-tipping enforcement on both public and private land, the issuing of Fixed Penalty Notices (FPNs), the Abandoned Vehicle Service, Blue Badge fraud investigations, and activities undertaken by Trading Standards and Food Safety teams. The report is expected to provide details on performance and actions taken in these areas.

Highways Contract Update

The Sub-Committee will receive an update on the FM Conway Highways Contract Extension and future procurement activities. This follows a previous update provided to the Sub-Committee in March 2026.

Period 2 Financial Performance Report

A review of the latest financial performance monitoring report for the 2026-27 Place Budget is scheduled. The Sub-Committee will examine this report by exception, with the aim of assessing whether they are reassured about the delivery of the budget.

Cabinet Response to Scrutiny Recommendations

The Sub-Committee will be presented with an up-to-date list of responses from the Cabinet to recommendations previously made by the Sub-Committee. This will allow for a review of how these recommendations have been addressed.

Scrutiny Work Programme 2026-2027

Finally, the Sub-Committee will be asked to note the most recent version of its Work Programme for 2026-2027. They will also have the opportunity to consider if any other items should be provisionally added to the programme as a result of the discussions held during the meeting.

The meeting will also include standard agenda items such as apologies for absence, the minutes of the previous meeting, and the disclosure of interests.
