The Kentish Town District Management Committee meeting was scheduled to discuss the Housing Revenue Account's medium-term financial strategy and engagement for budget setting, alongside an update on stock condition surveys for the Kentish Town estates. The committee was also set to receive an update from the Cabinet Member for Better Homes and Homelessness Prevention and review the Kentish Town District Management Committee budget.
HRA Medium Term Financial Strategy & Engagement for Budget Setting 2027/28
A report from the Strategic Finance Lead – Housing was scheduled to outline the financial challenges facing the Council and their impact on the Housing Revenue Account (HRA). The report indicated that the Council's main budget is facing significant financial pressures due to rising demand for essential services, with an estimated £85 million to £90 million in savings needed by 2029/30. The HRA budget is also under strain due to increased costs for maintaining safe homes, government rent policies, and rising inflation. It was estimated that the HRA would need to find £8 million to £12 million in savings over the next three years.
The report also proposed a new approach to tenant engagement for budget setting and rent/service charge consultations. Historically, this engagement has been primarily through District Management Committees (DMCs), but feedback indicated that residents felt unable to influence the outcomes. The proposed changes aim to make the consultation more open, accessible, and meaningful to all tenants, offering online participation, written submissions, and face-to-face events. The Joint DMC meeting in January would be cancelled and replaced with these wider consultation exercises. DMCs would still be invited to provide group feedback. Key dates for this new timetable included a Meet the Heads Property Event
in October, preview of proposals at DMCs in December, and a consultation window leading up to the January Cabinet decision.
Stock Condition Survey Update for Kentish Town
The Capital Programme Manager was scheduled to present a report containing the five-year programme for the Kentish Town estates, covering the Kentish Town South, Kentish Town North, Highgate, and Camden Square Wards. The report included detailed information on potential works identified for various blocks and estates, with a significant focus on fire safety works, including fire doors, fire stopping, and fire compartmentation. Mechanical and electrical works, as well as energy efficiency measures such as heat metering and insulation, were also detailed. The programme outlined specific years for these works, with many fire safety and mechanical/electrical works scheduled for 2026 and 2027.
Cabinet Member for Better Homes and Homelessness Prevention Update
Councillor Anna Wright, the Cabinet Member for Better Homes and Homelessness Prevention, was scheduled to provide an update on several key areas. This included progress on the Voids Improvement Programme, aiming to reduce turnaround times for empty properties. The report highlighted improvements in reducing active void properties and routine turnaround times, though acknowledged further work was needed. Councillor Wright also welcomed DMC members to highlight any council homes they believe have been empty for a long period.
Improvements to Housing IT systems were also on the agenda, focusing on four priority areas: Temporary Accommodation, Awaab's Law (Repairs), Resident Interaction (Project Lighthouse), and True Compliance (building safety assessments). The report noted significant work on data quality and governance, with phased implementation and staff training planned.
An update on the new in-house gas boiler team, based at Holmes Road, was expected, noting positive feedback from residents despite ongoing IT issues. The introduction of an automated SMS notification service for lift repairs was also to be discussed, with over 33,000 notifications sent since January 2026.
Preparations for the Severe Weather Emergency Protocol (SWEP) and winter preparedness for heating and hot water systems were also scheduled. SWEP is activated during extreme temperatures to provide emergency accommodation for rough sleepers, with Camden's capacity estimated at 43-58 bedspaces. Winter preparedness for communal heating and hot water systems included reviews of boilers, pumps, and safety equipment, with a winter watch list
for higher-risk sites.
Finally, an update on the completion of the major works programme at the Chalcots Estate was to be provided, detailing improvements such as A1 fire-rated cladding, new windows, and roof replacements. The report acknowledged the difficult experience for residents and mentioned a Stage 2 Review looking back at previous PFI work. Progress on the commitment to improve safety in council homes across Camden was also to be highlighted, with significant investment in fire safety works, smoke detectors, and electrical safety tests.
Kentish Town DMC Budget
The Senior Engagement Officer was scheduled to present a report detailing the Kentish Town DMC budget allocation for 2026/2027. The total budget for minor revenue and major works for the financial year was £160,920.00. The report encouraged TRAs to submit bids early for assessment, with all expenditure needing to occur within the financial year. It was noted that unspent budget typically cannot be carried forward, though exceptional circumstances could be considered. TRAs were advised to use the Special Projects Grant (SPG) for social activities, with a £750 limit. The report also detailed bids approved to date, including £1,993 for a green space project by the Holly Lodge TRA and £26,842.40 for tennis court refurbishment by the Lissenden Gardens TRA. A new bid for £19,727.00 for a communal gating system at Bernard Shaw Court and Keith Wilson was also presented for consideration.
Engagement Report
This report, provided for information only, was scheduled to offer an overview of engagement, service delivery, and community activity in Kentish Town from June to August 2026. It was expected to detail work supporting TRAs, DMC processes, community projects, and partnerships. The report highlighted achievements such as the largest Kentish Town Neighbourhood Action Day to date, increased resident participation in AGMs, and improved accessibility of community facilities through universal key access systems. Challenges included reduced availability during the summer holiday period and managing project approvals with planning and safety considerations.
Tenant Satisfaction Measures 2025/26
This report, for information only, was scheduled to update the DMC on Camden's Tenant Satisfaction Measures (TSMs) for the 2025/2026 financial year. These measures, introduced by the Regulator of Social Housing, reflect tenants' views on housing services, safety, engagement, and complaints, as well as operational data. The report indicated a mixed picture, with a slight decrease in overall satisfaction from 71% to 69.3%. While satisfaction with repairs and complaints handling showed improvement, there were declines in tenants' perception of being listened to and acted upon, and in the handling of anti-social behaviour. Satisfaction with home safety remained high, while complaints handling and ASB handling were areas of lowest satisfaction.
Tenant Engagement Quarterly Report: Q2 2026/27
This report, for information only, was scheduled to share insights and recommendations from the quarterly monitoring of tenant engagement activities and forums. It was expected to cover engagement events, evaluation of resident feedback, and applications to the Special Projects Grant and the District Management Committee Fund. The report highlighted that Neighbourhood Action Days had attracted record numbers of tenants and leaseholders, with strong attendance in Kentish Town, Gospel Oak, and Hampstead. It also noted that while engagement activity performed well with older residents, there was an opportunity to increase participation among younger tenants and working-age households. Feedback from attendees was overwhelmingly positive, with residents valuing face-to-face access to services and opportunities to influence decision-making.
Homes & Communities Performance Report: Q1 2026/27
This report, for information only, was scheduled to provide an overview of Homes & Communities directorate performance during Quarter 1 (April to June 2026) across various services, including Housing Solutions, Allocations and Lettings, Housing Income, Leasehold Services, Neighbourhoods, Building Safety, and Repairs. The report indicated high demand for housing services, with an increasing number of households in temporary accommodation and a growing housing register. Positive improvements were noted in housing income performance, with rent collection exceeding amounts due. Building safety and compliance remained strong overall, though challenges persisted in gas certification and overdue fire and building safety actions. The repairs service focused on reducing backlogs and improving home quality, with a significant reduction in households waiting for major adaptations, although performance against non-emergency repair timescales had declined. Neighbourhood management showed continued action on anti-social behaviour and domestic abuse, with an increase in tenancy visits.
