The Licensing Sub-Committee of Richmond upon Thames Council granted a new premises licence for Vapez N Go, located at 138-140 Heath Road, Twickenham. The committee also agreed the minutes from previous meetings held on 9 June and 22 June 2026.

Vapez N Go Premises Licence Application

The committee considered an application for a new premises licence for Vapez N Go, a small convenience store at 138-140 Heath Road, Twickenham. The application sought permission to sell alcohol for off-premises consumption between 8am and 11pm daily, with the premises opening from 6am to 11pm.

The application was opposed by two local residents, who raised concerns about the premises' history of selling age-restricted items to children, the potential for increased anti-social behaviour, and the cumulative impact of having multiple alcohol retailers in the vicinity. No representations were received from responsible authorities.

Mr. Maninder Singh Grover, the applicant, represented by Mr. Panchal, stated that he had relevant experience in responsible alcohol retailing and age verification from working in off-licences and licensed bars abroad. He assured the committee that robust staff training, a Challenge 25 policy, and CCTV would be implemented. Mr. Grover also clarified that he was the new owner of the premises, with no connection to previous management, and that his company is Manit Grover Ltd.

The subcommittee granted the application with several conditions. These included:

• The premises must have two members of staff present during licensable hours.
• No single cans of beer or lager will be sold to deter street drinking.
• No delivery services for alcohol will be provided.
• No more than 20% of the shop floor can be used to display alcohol beverages.
• Waste collections and deliveries of alcohol are prohibited between 9pm and 7am, with signage requesting consideration for neighbours.
• No advertisements for alcoholic beverages will be displayed on the shop front.
• Outside of licensable hours, all alcohol must be secured in a locked store room or behind locked grilles/cabinets.

The committee was satisfied that these conditions, along with the applicant's proposed operating schedule, would promote the four licensing objectives and address the concerns raised by local residents.
