The Standards Committee of Devon Council met on Wednesday 29 July 2026. The primary item scheduled for discussion was an allegation of a breach of the Members' Code of Conduct.
Allegation of Breach of Members' Code of Conduct
The committee was scheduled to consider an allegation of a breach of the Members' Code of Conduct. This item was detailed in a report from the Director of Legal and Democratic Services and Monitoring Officer (LDS/26/38), which included an investigation report. Due to the nature of the information contained within this report, it was recommended that the press and public be excluded from this part of the meeting. This exclusion was proposed under Section 100(A)(4) of the Local Government Act 1972, on the grounds that the discussion would likely involve the disclosure of exempt information relating to individuals, which could inhibit the free and frank provision of advice and the effective conduct of public affairs. The report itself was marked as RESTRICTED – CONFIDENTIAL.
The agenda also included standard procedural items such as apologies for absence and declarations of interest. Members of the council were expected to declare any interests they might have in any item to be considered before any discussion took place. The agenda documents noted that other registrable interests of councillors, arising from membership of City, Town, or Parish Councils and other Local Authorities, would automatically be recorded in the minutes.
