South Holland District Council was scheduled to consider a range of important matters at its meeting on Thursday 15 October 2026. Key discussions were expected to include the financial implications of Local Government Reorganisation, proposed changes to the Council's Constitution, and the implementation of revised HR policies. The meeting was also scheduled to review minutes from various committees and receive annual reports.
Local Government Reorganisation Costs
A significant item on the agenda was a motion concerning the costs associated with Local Government Reorganisation (LGR). The motion was scheduled to highlight that councils across the country, including South Holland District Council, had incurred substantial expenses and officer time in preparation for LGR, often at the government's request. It was scheduled to express the belief that local residents should not bear the financial burden of a process that the government had paused. The motion was also scheduled to call for the Chief Executive and Section 151 Officer1 to determine the full cost of LGR to the council. Furthermore, the Leader of the Council, Councillor Charles Nicholas Worth, was scheduled to write to the Secretary of State and local Members of Parliament, urging that local taxpayers should not pay for the government's change of direction on LGR and requesting reimbursement for all incurred costs. The motion was also scheduled to call for clarity from the government on the future of LGR.
Housing Compensation Policy
The council was scheduled to consider recommendations from the Cabinet regarding the Housing Compensation Policy. This policy aims to address how the council handles compensation claims related to housing matters.
HR Policies and Constitutional Amendments
A revised HR Policy was scheduled to be presented for the Council's approval. Additionally, proposed changes to the Council's Constitution were scheduled to be discussed. These changes were specifically related to planning legislation and were to be reported on by the Service Director - Legal and Governance (Monitoring Officer) and the Service Director - Planning and Strategic Infrastructure.
Committee Minutes and Annual Reports
The meeting was scheduled to receive minutes from several committees and panels, including the Planning Committee on 22 July 2026, the Performance Monitoring Panel on 2 September 2026, the Policy Development Panel on 9 September 2026, the Governance and Audit Committee on 10 September 2026, and a further meeting of the Planning Committee on 23 September 2026. The Overview and Scrutiny Annual Report 2025/26 and the Governance and Audit Annual Report 2025/26 were also scheduled to be received.
Committee Seat Allocation and Nominations
The council was scheduled to review and confirm the allocation of committee seats to political groups and appointments to committees, in accordance with the Local Government and Housing Act 19892 and the Local Government (Committees and Political Groups) Regulations 19903. Additionally, nominations for any changes to committees and other seats, along with proposed changes to the Constitution, were scheduled to be received from political groups.

The current Key Decision Plan, which outlines decisions that are key to the council's functions and require public notice, was scheduled to be presented.
