Open Council Network is an independent organisation. We report on Camden and are not the council. About us
Licensing Panel C was scheduled to consider applications for new and varied premises licences. The panel was scheduled to review applications for Luma, a new restaurant and bar in King's Cross, and Terrazza, a restaurant in Gospel Oak, which was seeking to vary its licence to include a roof terrace and extend its operating hours.
Luma, Units 1 and 2, Luma House, 6 Lewis Cubitt Walk, King's Cross
Licensing Panel C was scheduled to consider an application for a new premises licence for Luma, located at 6 Lewis Cubitt Walk, London N1C 4DT. The application was for a restaurant and ancillary bar with external seating. The proposed hours for the supply of alcohol for consumption on the premises were Monday to Thursday from 10:00 to 00:00, and Friday and Saturday from 10:00 to 00:30, with Sunday hours from 10:00 to 23:00. For off-site alcohol sales, the proposed hours were Monday to Saturday from 08:00 to 23:30, and Sunday from 10:00 to 23:00. The premises was also scheduled to offer late-night refreshments from 23:00 to 23:30 Monday to Thursday, and 23:00 to 00:00 on Friday and Saturday. Recorded music was scheduled to be available from 10:00 to 00:00 Monday to Thursday, 10:00 to 00:30 on Friday and Saturday, and 10:00 to 23:00 on Sunday. The overall opening hours were proposed to be from 08:00 to 00:00 Monday to Thursday, 08:00 to 00:30 on Friday and Saturday, and 08:00 to 23:00 on Sunday.
The report pack indicated that representations opposing the application were received from local residents, citing concerns related to the prevention of public nuisance and the protection of children from harm. The Police and Environmental Health Responsible Authorities had initially made representations but were scheduled to withdraw them following the agreement of certain conditions. These agreed conditions included the installation and maintenance of a CCTV system, the implementation of a Challenge 25
policy for alcohol sales, and the display of notices requesting patrons to respect local residents and leave quietly. The Police also agreed to conditions stipulating that alcohol sales would be ancillary to the use of the premises as a restaurant and only to seated customers consuming a substantial meal. Environmental Health proposed conditions related to noise control, waste management, and the use of external areas.
Terrazza, 240 Haverstock Hill, Gospel Oak
Licensing Panel C was scheduled to consider an application to vary the premises licence for Terrazza, located at 240 Haverstock Hill, London NW3 2AE. The application sought to change the opening hours, alter the seating layout on the ground and first floors, and include the roof terrace as part of the licensable area. The proposed new opening hours were Sunday to Wednesday from 10:00 to 00:00, and Thursday to Saturday from 10:00 to 01:30.
The report indicated that the Licensing Authority and Environmental Health had made representations opposing the application. The Licensing Authority's representation highlighted concerns that the roof terrace was being used without the necessary planning permissions and that the premises had previously operated without a licence for this area. Environmental Health's representation focused on the prevention of public nuisance, particularly in relation to noise from the roof terrace and patrons using external areas. They noted that the premises already operated outside the council's framework hours for alcohol sales and that the proposed variations would increase the risk of public nuisance.
The applicant proposed seven additional conditions to the licence, including the installation of a sound limiting device, the operation of the Ask for Angela
scheme, training for staff in welfare and vulnerability engagement, regular patrols of the premises perimeter, and restrictions on noise and vibration emanating from the premises. They also proposed that customers would not be permitted to take drinks outside and that notices would be displayed in smoking areas requesting patrons to be considerate of local residents. The Environmental Health representation suggested further conditions, including a direct telephone number for the manager to be made available to residents, a dispersal policy, restrictions on delivery and waste collection times, and limitations on the use of external areas after 22:00.
The report pack also included details on the procedure for remote meetings held under the Licensing Act 2003, outlining guidelines for participants and the process for handling late papers and technical issues.
