Open Council Network is an independent organisation. We report on Wandsworth and are not the council. About us
The Council meeting on 21 October 2026 addressed various financial and constitutional matters. Key decisions included the adoption of a revised capital programme and a flexible use of capital receipts strategy. Significant amendments were made to the Council's Constitution regarding the functions reserved for the Planning Applications Committee. The Council debated and voted on a motion concerning the Access for All
scheme, ultimately deciding to replace it with a new concessionary scheme. Matters of local interest included a debate on transport issues, particularly concerning bridge closures and their impact on residents. The regeneration of the Alton Estate was also a topic of discussion.
Council Approves Revised Capital Programme and Flexible Use of Capital Receipts Strategy
The Council adopted the General Fund Capital Programme and approved the updated 'Flexible Use of Capital Receipts Strategy'. This revised capital programme reflects the administration's priorities following a spending review, leading to proposed additions and reductions in schemes. The strategy for the flexible use of capital receipts has been extended to 2029/30 and will be used to fund the implementation of the Spending Review programme, aiming to achieve efficiency savings and service transformation.
Constitutional Changes to Planning Application Determinations
Amendments were made to the Council's Constitution regarding the functions reserved for the Planning Applications Committee. These changes, driven by new national regulations, will alter how planning applications are determined. The majority of applications will now be determined by officers under a national scheme of delegation. The Planning Applications Committee will only consider applications that raise significant planning issues, are of significant local importance, or are own-interest
applications, and only if referred by the Chief Planning Officer in consultation with the Chair of the Committee. Ward member referrals or a specific number of objections will no longer automatically trigger a committee hearing.
Council Tax Increase and Financial Challenges Dominate Debate
A major point of contention was the council's financial situation, with a significant increase in council tax being debated. Councillor James Craig highlighted the challenging financial picture facing Wandsworth Council. Councillor Simon Hogg criticised the proposed council tax increase, arguing it would disproportionately affect vulnerable residents. Councillor Aled Richards-Jones defended the increase as necessary to address a significant budget gap. Ultimately, after considerable debate and amendments, the Council voted on a substantive motion that included a significant council tax increase. Councillor Richards-Jones' amendment, which proposed spreading the increase over two years, was carried, and the amended motion was subsequently put to a vote. The outcome of this vote was 4 in favour, 29 against, and 0 abstentions, meaning the amended motion was lost.
Access for All
Scheme Replaced with New Concessionary Scheme
The Council debated and voted on a motion concerning the Access for All
scheme. Councillor Aydin Dikerdem proposed the motion, criticising the administration's decision to replace the scheme. Councillor Peter Graham defended the decision, stating the Access for All
scheme was unsustainable. Councillor Daniel Ghossain supported the administration's position. Councillor Graham's amendment to the motion was carried, and the amended motion was approved. This means the Access for All
scheme will be replaced by a new concessionary scheme.
Debate on Transport Issues and Bridge Closures
Matters of local interest included a debate on transport issues, particularly concerning bridge closures and their impact on residents. Councillor Claire Davies highlighted the disruption caused by the closure of Albert Bridge and the cumulative impact of transport decisions. Councillor Nick Austin acknowledged the challenges, noting that while Wandsworth-controlled bridges were in good working order, neighbouring bridges were causing disruption. Councillor Jenny Yates criticised the council's decision to increase council tax while cutting investment in transport infrastructure and raised concerns about the abolition of the Access for All
scheme. Councillor Austin responded by clarifying that the Lime Access scheme would continue and that active travel schemes were being rolled out on a slower programme due to funding constraints.
Alton Estate Regeneration Plans Under Scrutiny
The closing debate focused on the regeneration of the Alton Estate. Councillor Matthew Tiller emphasised the importance of delivering the regeneration as balloted by residents. Councillor Matthew Corner, Cabinet Member for Housing, reiterated the administration's commitment to the Alton Estate regeneration, acknowledging that designs were still under review and that funding was a challenge.
