The Licensing Panel of North Northamptonshire Council is scheduled to convene on Tuesday 4 August 2026 to consider a series of hearings related to private hire and hackney carriage driver licences. The panel will review the fitness of several individuals to hold or continue holding these licences, as well as a renewal application.

Consideration of Driver Licence Fitness

The majority of the meeting is scheduled to be dedicated to a series of hearings concerning the fitness of individuals to hold or continue holding private hire and hackney carriage driver licences. These hearings are being held in private, as indicated by the exclusion of the public from these agenda items by virtue of paragraphs 1 and 7 of Part 1 of Schedule 12A of the Local Government Act 1972.

The panel, comprising Councillor Lee Duffy, Councillor Jon Humberstone, and Councillor Denis McLean, will consider six separate cases. These include:

• Hearing 1 (10:00 am): Consideration of the fitness of an individual, identified as OE, to continue holding a Private Hire Driver Licence.
• Hearing 2 (10:45 am): Consideration of the fitness of an individual, identified as SC, to hold a Private Hire Driver Licence.
• Hearing 3 (11:20 am): Consideration of the fitness of an individual, identified as YA, to hold both a Private Hire Driver Licence and a Hackney Carriage Driver Licence.
• Hearing 4 (12:45 pm): Consideration of the fitness of an individual, identified as BC, to continue holding a Hackney Carriage Driver Licence.
• Hearing 5 (1:30 pm): Consideration of a renewal application for a Private Hire Driver Licence submitted by an individual identified as IF.
• Hearing 6 (2:15 pm): Consideration of the fitness of an individual, identified as MK, to hold a Hackney Carriage Licence.
