Open Council Network is an independent organisation. We report on Aberdeenshire and are not the council. About us
The Banff and Buchan Area Committee was scheduled to consider a range of important local matters, including performance updates from Environment and Infrastructure Services, a proposed policy on school capacity, and the allocation of funds from various council budgets. The committee was also scheduled to review its own scrutiny and improvement activities from the past year and plan for the upcoming year.
Environment and Infrastructure Services Area Performance Update
The committee was scheduled to receive an update on the performance of Environment and Infrastructure Services for the first and second quarters of the 2026/27 financial year. The report indicated that out of 11 performance indicators for the Banff and Buchan area, eight were meeting or exceeding targets, with two showing minor shortfalls and one significantly off target. Key successes were noted in street lighting repairs, tenant arrears, void rent loss, and planning determination times. However, areas for attention included householder planning determination times and building warrant processing, which were below target.
School Capacity, Reserved Places and Admission Limit Policy
A draft policy on School Capacity, Reserved Places and Admission Limit was scheduled for consideration. This policy aims to consolidate existing arrangements and establish a consistent, transparent, and evidence-based methodology for determining school capacities, retaining reserved places for in-zone pupils, and setting admission limits for primary and secondary schools across Aberdeenshire. The policy was developed following a review agreed by the Education and Children's Services Committee and had undergone internal consultation.
Banff and Buchan Area Committee Budget 2026/27: Second Tranche Funding Allocations
The committee was scheduled to note the allocation of funding from the Banff and Buchan Area Committee Budget for 2026/27. Following an initial allocation of £11,191.96 to five groups, a further £6,608.04 was available. Six applications were received for this second tranche, with a total of £6,608.04 awarded to six groups. Due to the fund being oversubscribed, some applications were scheduled to receive partial funding, and one was not scheduled to be supported.
Banff and Buchan Crown Estate Coastal Communities Fund 2025/26 (Allocation 7): Third Tranche Funding Allocations
The committee was scheduled to note the allocation of funding from the third tranche of the Banff and Buchan Crown Estate Coastal Communities Fund for 2025/26. Four applications were scheduled to be awarded funding totalling £6,821.60, with one application not scheduled to meet the eligibility criteria. The committee was also asked to agree to proceed with a fourth tranche of funding, with a closing date of 18 December 2026, and to delegate authority for the allocation of remaining funds to the Area Manager in consultation with the Chair, Vice-Chair, and Opposition Spokesperson.
Banff and Buchan Crown Estate Coastal Communities Fund: Year End Update
A report was scheduled to provide members with an update on the outcomes of the Banff and Buchan Crown Estate Coastal Communities Fund (Allocation 6) and feedback received from supported projects. The fund had £100,383.05 available for allocation, and the committee had previously approved funding for six projects from four groups. The report was expected to detail the completed projects and their benefits to the communities.
Banff and Buchan Area Committee Budget 2025/2026 Year End Update
The committee was scheduled to consider the outcomes of the 2025/26 Area Committee Budget, for which £35,600 was made available. A total of sixteen projects from fourteen groups were scheduled to be approved, supporting a range of initiatives across the Banff and Buchan area. The report was to provide a summary of feedback received from these supported projects.
Banff and Buchan Coastal Communities Fund 2025/26: Year End Update
This report was scheduled to seek consideration of the outcomes of the 2025/26 Banff and Buchan Coastal Communities Fund, for which £80,000 was available. Seven projects from seven groups were scheduled to be approved, with the report detailing completed projects and feedback received.
Annual Scrutiny and Improvement Report
The committee was scheduled to consider its Annual Scrutiny and Improvement Report. This report, a requirement under Aberdeenshire's Scheme of Governance, was to highlight key scrutiny activities undertaken by the committee during the 2025/26 period and outline a proposed programme of scrutiny activity for 2026/27. The report was expected to detail formal scrutiny, informal sessions, performance reporting, and partner organisation updates. Members were invited to comment on the past year's activities and agree on the future scrutiny programme, with the opportunity to suggest additional areas for scrutiny.
