Open Council Network is an independent organisation. We report on Camden and are not the council. About us
The Licensing Panel A is scheduled to consider an application to vary a premises licence for Wendy's, located at 189-191 Camden High Street, NW1 7BP. The panel will review the proposed changes to the operating hours and conditions of the licence, alongside representations received from various parties.
Wendy's Premises Licence Variation Application
The primary item scheduled for discussion is an application to vary the premises licence for Wendy's, a fast-food restaurant located at 189-191 Camden High Street, London NW1 7BP. The applicant, Wendy's Restaurants UK, seeks to amend the hours for late-night refreshments to Monday to Sunday, 23:00 to 03:00, and to extend the general opening hours to Monday to Sunday, 08:00 to 03:00. The application also proposes amendments to existing licence conditions, including the removal of some, revision of others, and the addition of new conditions relating to CCTV, staff training, and delivery driver conduct.
The report pack indicates that nine relevant representations have been received in relation to this application, opposing the proposed changes. These representations come from the Police Responsible Authority, the Licensing Authority Responsible Authority, Environmental Health, a local councillor, three resident associations, and two individual residents. The core of these objections centres on concerns related to the potential for increased crime and disorder, public nuisance, and a reduction in public safety, particularly in the context of Camden Town's existing night-time economy and residential population.
The application is also being considered against Camden's Statement of Licensing Policy 2025-2030, specifically the sections on Framework Hours and Women's Safety. The proposed hours extend beyond the policy's framework hours for licences not including the sale of alcohol, which are generally midnight on weekdays and 00:30 on Fridays and Saturdays. The policy also outlines principles for licensed premises to support women's safety.
The report pack includes extensive documentation detailing the application, the current premises licence, the representations received, and expert witness reports. These expert reports, including those from Darrell Butterworth and Sylvia Oates of Six Till Six, offer independent assessments of the premises' operation, the local area, and the potential impacts of the proposed extended hours. The supplementary agenda also highlights additional information submitted by the applicant, including previous decision notices and expert statements, which will be available for the panel's consideration.
The panel members will need to consider the application, all representations, the relevant legislation, Camden's Statement of Licensing Policy, and the Secretary of State's Guidance when making their decision. They have the option to grant the application in full, grant it with revised or additional conditions, or reject the application in whole or in part.
