November 4, 2026 at 6:30 pm Policy Development Panel View on council websiteSummary
Open Council Network is an independent organisation. We report on South Holland and are not the council. About us
The Policy Development Panel of South Holland Council is scheduled to consider a review of Spalding's Public Spaces Protection Order and a new Homelessness and Rough Sleeping Action Plan. The meeting will also cover the council's policy registers and the panel's work programme.
Review of Spalding's Public Spaces Protection Order
A key item on the agenda is the proposed review of Spalding's Public Spaces Protection Order (PSPO) which currently restricts the consumption of alcohol in the town centre. The report pack indicates that support is to be given to a recommendation to remove the three conditions relating to littering, spitting, and urinating or defecating. However, it is also proposed to vary and extend the PSPO, retaining the alcohol-related condition. Further recommendations concerning signage and cycling issues are also scheduled for consideration.
Homelessness and Rough Sleeping Action Plan 2026-2029
The panel is also scheduled to receive the Homelessness and Rough Sleeping Action Plan for South Holland District Council. This plan is intended for consideration by the Policy Development Panel before being submitted to the Cabinet for approval. The report is expected to outline new requirements from the Ministry of Housing, Communities and Local Government (MHCLG) concerning homelessness action planning, governance, performance monitoring, and accountability.
Council Policy Registers
The meeting will include a review of the SHDC Policy Register and the SELCP Policy Register. These registers are documents that list the policies currently in place for South Holland District Council (SHDC) and the South East Lincolnshire Combined Authority (SELCA) respectively.
Policy Development Panel Work Programme
The Service Director – Legal and Governance (Monitoring Officer) is scheduled to present the Work Programme for the Policy Development Panel. This document will outline the planned activities and topics for the panel's future consideration.
The meeting is scheduled to take place at 6:30 pm on Wednesday, 4 November 2026, in Meeting Room 1 at the Council Offices, Priory Road, Spalding. The attendees include Councillor Andrew Robert Woolf (Chairman of the Council) as Chairman of the Policy Development Panel, and Councillor Laura Eldridge as Vice-Chairman. Other members of the panel include Councillors D Ashby, P Barnes, A C Beal, S Chauhan, R A Gibson, M Hasan, J L Reynolds, M Le Sage, and J Whitbourn.
