Open Council Network is an independent organisation. We report on Enfield and are not the council. About us
The Cabinet of Enfield Council is scheduled to meet on Wednesday 4 November 2026 to discuss the council's financial performance for the second quarter of the 2026/27 financial year, as well as plans for the regeneration of its rural estate and the condition of its corporate buildings. The meeting will also cover treasury management and capital expenditure.
Rural Estate Portfolio Regeneration
A report is scheduled to be presented regarding the strategic rationalisation of Enfield Council's Rural Estate. This follows a portfolio review and proposes the disposal of selected farm holdings, including Holly Hill Farmstead and Botany Bay Farmstead, where the financial case supports this. The aim is to reduce maintenance costs and allow for targeted investment in farms that will remain in Council ownership. The report also recommends the retention of Rectory Farm and Ganwick Farm, with an allocation of £400,000 from the 2026/27 Capital Pipeline Programme to undertake priority statutory compliance, health and safety, and essential works on the retained farm holdings.
Corporate Condition Programme for 2026/27
The Cabinet will consider the 2026/27 Corporate Condition Programme (CCP), which outlines investment needs across the council's corporate estate. The programme is developed around four strategic themes: Statutory Compliance, Lifecycle Replacement, Building Safety, and Asset Intelligence. The report seeks approval for expenditure up to £2,666,000, comprising £2,166,000 from the approved 2026/27 capital budget and £500,000 from the capital pipeline. The programme aims to ensure buildings remain safe, compliant, and reliable, supporting the Council Plan 2026-2030 objectives for a Greener, Safer, and Stronger Enfield.
2026/27 Quarter 2 Revenue and Capital Monitoring Report
This report provides an update on the council's finances halfway through the 2026/27 financial year, covering both day-to-day spending (revenue) and investment in long-term projects (capital). It details the latest forecasts for these areas, including a projected £0.5m net pressure on the General Fund revenue, which is forecast to be balanced by the application of flexible use of capital receipts. The report also notes the progress on savings delivery, the forecast for the total capital programme, and the affordability metric for capital borrowing. Key financial pressures are identified in Adult Social Care, SEN Transport, and Homelessness.
2026/27 Quarter 2 Treasury Monitoring
The Cabinet will receive an update on the council's treasury management activities for the first six months of the 2026/27 financial year. This includes the borrowing and investment position, with estimates for the full financial year. The report highlights the estimated cost of debt to the Council's General Fund and the forecast for investment income. It also addresses the risk of the General Fund debt cap being exceeded if budgeted capital receipts are not fully realised. Recommendations include approving the use of capital receipts to facilitate strategic land disposal, delegating authority to move funds for temporary accommodation acquisitions, and amending the council loan maturity structure and investment thresholds with other Local Authorities.
