Open Council Network is an independent organisation. We report on Kingston upon Thames and are not the council. About us
The South of the Borough Neighbourhood Committee is scheduled to discuss a range of local issues at its upcoming meeting. Key topics include proposals for speed reduction measures, a public realm improvement scheme in Chessington, and the consideration of community grant applications. The committee will also review feedback from Transport for London and the proposed Local Implementation Programme for 2027-28.
Speed Reduction in the Neighbourhood - Phase 2
The committee is scheduled to consider a programme of measures aimed at encouraging speed reduction in the South of the Borough Neighbourhood. This follows a review of traffic survey data, which indicated an overall lowering of speeding levels across the borough compared to the previous year. The report outlines proposed interventions such as Speed Indicator Devices (SIDs), speed cushions, and speed tables at identified locations. It also notes changes to previous proposals for Bridge Road and Moor Lane, where physical traffic calming measures were deemed not feasible due to cost and stakeholder impact. Instead, additional road markings and SIDs are proposed for these areas. The council's commitment to Mayor of London's Vision Zero ambition, which aims to eliminate deaths and serious injuries on London's transport network, is highlighted as a driving factor behind these initiatives.
Chessington Area Study 9
A public realm improvement scheme outside St Mary's Church of England Primary School at the junction of Church Lane and Stokesby Road is scheduled for discussion. The purpose of this report is to seek approval to proceed with engagement for the implementation of this scheme, which aims to enhance pedestrian safety, improve the public realm, support walking and wheeling, and create a more attractive street environment around the school. The proposed measures include realignment of the carriageway, widening of pedestrian space, new and improved crossing facilities, landscaping, and amendments to parking controls. The scheme has been assessed against TfL's Healthy Streets Check and Active Travel England's Streets for Schools toolkit, both of which indicate a beneficial impact on the local area. The council's Climate Action Plan and commitment to Vision Zero are also referenced in relation to this proposal.
Community Grants Programme
The committee is set to consider applications for Neighbourhood Community Grants (NCGs). Three organisations have submitted applications seeking £3,000 each.
- Ariadne's Thread CIC is seeking funding for its
Mindful Textiles
programme, which will deliver free, weekly creative textile workshops at Sunray Community Centre from December 2026 to May 2027. The project aims to address social isolation, anxiety, and communication challenges among vulnerable residents. - The Community Brain CIC has applied for funding for
The Ace of Spades Classic Day,
a celebration marking the centenary of the Kingston Bypass. The event, planned for King Edward's Recreation Ground in Hook, will feature classic vehicles, live music, heritage displays, and local food traders. It aims to celebrate Hook's motoring heritage and encourage residents to share their visions for the future of the area. - MAN&BOY is requesting funding for its 'South of the Borough - Stronger Families, Brighter Futures' programme, which aims to deliver focused support to six referred beneficiaries facing multiple barriers. The programme will include a three-day camping experience, enrichment activities, and outdoor adventures designed to strengthen relationships, build confidence, and develop new skills for young boys and their families.
The report outlines the eligibility criteria for NCGs, which are available to fund projects and activities that benefit communities within each of the four neighbourhood areas, with a maximum award of £3,000 per application.
Proposed Local Implementation Programme (LIP) 2027-28
The committee will be asked to comment on the proposed schemes for the final year of the three-year 2025-28 Local Implementation Plan (LIP) funding bid submission to Transport for London (TfL). These schemes are part of an ongoing programme to improve the borough's transport network, encouraging a shift towards more sustainable and safer transport, aligning with the borough's zero carbon and Vision Zero aims. The proposals include ongoing schemes from previous years and new initiatives, covering areas such as safer corridors and neighbourhoods, cycle network development, bus priority, and micro-mobility. The report details the estimated costs for each programme stream, with a total estimated bid of £1,752,000. Councillor workshops were held to gather input on the proposed list before drafting the programme.
Transport for London Feedback
The committee is scheduled to receive feedback from Transport for London (TfL). While the specific details of this feedback are not elaborated upon in the provided documents, it is likely to cover ongoing transport initiatives and potential future collaborations.
Presentation on the results of the Beat Survey
A presentation on the results of the Beat Survey is scheduled. This survey likely provides insights into local community safety and policing priorities.
Public Questions and Petitions
As is standard practice, the meeting will begin with a period for public questions, allowing residents to raise matters relevant to the committee's responsibilities. The committee will also receive any completed petitions that have been submitted.
Other Items
The meeting agenda also includes standard items such as apologies for absence, declarations of interest, and the confirmation of minutes from the previous meeting held on 10 September 2026. A report from the Community Manager on local issues and consideration of the committee's Work Programme are also listed. Finally, there is a standard item regarding the exclusion of the press and public, which would only be invoked if exempt matters were to be considered.
