The Personnel Appeals Panel of Harrow Council met on Wednesday 09 September 2026. The primary item on the agenda was a disciplinary appeal, which was scheduled to be heard in private.
Disciplinary Appeal
The panel was scheduled to consider a disciplinary appeal. This item was designated as Part II of the agenda, indicating it was a more substantive matter. The report pack indicated that the discussion would include the Procedure for Hearing and Disciplinary Procedure,
the Appellant's Case Statement,
and Management's Case Statement.
These documents, detailed across pages 7 to 330 of the public reports pack, would have provided the framework and arguments for the appeal.
Due to the confidential nature of the proceedings, the press and public were to be excluded from this part of the meeting. This exclusion was based on the grounds that the discussion was likely to involve the disclosure of confidential or exempt information, as defined in Part I of Schedule 12A to the Local Government Act 1972, specifically relating to an individual.
The panel members scheduled to attend were Councillor Norman Stevenson, Councillor Angella Murphy-Strachan, and Councillor Paresh Chudasama. The quorum for the panel was three members.
The agenda also included standard procedural items at the beginning of Part I.
