Open Council Network is an independent organisation. We report on Cambridgeshire and Peterborough Combined Authority and are not the council. About us
The Overview and Scrutiny Committee is scheduled to meet on Tuesday 10 November 2026 to review the Combined Authority's performance and future plans. Key discussions are expected to include the Greater Cambridge Development Corporation, the Q2 Corporate Performance Report, and the Budget and Annual Business Plan Working Group Report.
Greater Cambridge Development Corporation
The Mayor and Chair of the Greater Cambridge Development Corporation are scheduled to be in attendance to respond to questions from the Committee.
Corporate Performance Report, Q2 2026/27
The Committee is scheduled to receive the Q2 Corporate Performance Report, which provides an update on the performance of Key Performance Indicators (KPIs) within the Interim Outcomes Framework and progress on the Annual Business Plan. The report details performance against 27 KPIs, grouped by Corporate Plan objectives, and includes an exception report focusing on KPIs with a Red status. The report highlights that six out of eleven updated metrics are currently off target, with four rated Red. These include the number of young people not in employment, education, or training (NEET), the number of new homes started and completed, and the number of active contract waivers. The report also details progress on the Annual Business Plan, with 26 out of 78 activities rated Amber and 52 rated Green.
Budget and Annual Business Plan Working Group Report
The Committee is scheduled to receive a report summarising the discussions and findings of the Budget and Annual Business Plan Working Groups. The Budget Working Group met three times to discuss the authority's financial position, investment plans, and the implications of devolution. Key points raised included the need for greater clarity on financial modelling for fiscal devolution, the challenges of measuring performance influenced by external factors, and concerns regarding the resources available for Overview and Scrutiny. The Corporate Planning Working Group met to consider the refresh of the Annual Business Plan for 2027/28, focusing on ensuring clarity in activities and milestones while maintaining flexibility. Recommendations from the working groups include a review of resources and support for Overview and Scrutiny, strengthening in-house transport and infrastructure capability, and developing a strategic approach to asset management.
Scrutiny Lead Member Reports
The Committee is scheduled to review reports from the three scrutiny lead members, covering the Thematic Committees.
Forward Plan
The Committee is scheduled to review the Cambridgeshire and Peterborough Combined Authority (CPCA) Forward Plan, which outlines future decisions to be made by the Combined Authority Board, Thematic Committees, and through Mayoral Decision Notices. This review will allow the Committee to identify any future items they wish to add to their work programme.
Work Programme
The Committee is scheduled to discuss and agree its work programme. This will include considering draft terms of reference for the Interim Outcomes Framework Working Group and the Budget Working Group, and appointing members to these groups, as well as a Bus Depot Working Group.
Questions/Recommendations for CA Board/Thematic Committee
The Committee is scheduled to discuss and agree any recommendations or questions it wishes to be raised at the next CA Board or by the Scrutiny Lead Members at the relevant Thematic Committee meeting.
