Dementia Support Update

The Health and Wellbeing Board is scheduled to receive an update on dementia support in Bromley. The report highlights that dementia presents a significant and growing challenge, with a projected 40% increase in cases by 2045, impacting both adult social care and the NHS. Locally, pressures have been identified, including difficulties in securing placements for individuals with cognitive impairment, rising costs for care placements, and delayed hospital discharges linked to dementia and delirium. The current provision primarily focuses on those with a formal dementia diagnosis, with limited support for broader memory and cognition needs before a crisis arises. The report notes that memory and cognition issues are the leading cause of admissions to long-term residential and nursing care, and undiagnosed or unmanaged dementia is a major driver of unplanned hospital admissions.

A Bromley Dementia Transformation Project is planned for 2026-2028, aiming to consolidate all dementia-related work. This project will involve reviewing and transforming the Oxleas Memory Clinic pathways towards a more integrated model, re-procuring the Bromley Dementia Hub to integrate with the Memory Clinic and neighbourhood-based care, and developing a common training and support offer for extra care housing and care homes. The project's aim is to improve outcomes for residents with dementia and their carers, integrate specialist expertise into the community, reduce unnecessary A&E admissions, and ensure Bromley's dementia services are fit for the future.

Bromley's Combating Drugs and Alcohol Partnership Update

An update is scheduled on the work of Bromley's Combating Drugs and Alcohol Partnership (CDAP). Established in September 2022, CDAP is a multi-agency partnership that provides strategic leadership to deliver the ambitions set out in the national drug strategy, 'From Harm to Hope'. The partnership focuses on reducing drug and alcohol-related harm, preventing avoidable deaths, strengthening criminal justice pathways, supporting recovery through employment, and ensuring that intelligence, collaboration, and lived experience are central to local strategic decision-making.

Key areas of focus for CDAP include the Health and Justice Workstream, which aims to strengthen pathways for individuals involved with the criminal justice system and ensure continuity of care upon release from custody, with a specific focus on women's experiences. The Outcomes Framework workstream will continue to develop and review how progress is measured against strategic priorities. The Preventing Deaths and Reducing Harm Workstream, encompassing the Drug and Alcohol Related Deaths Panel (DARD) and the Local Drug Information System (LDIS), aims to extend learning from reviews and improve intelligence sharing. Alcohol harms reduction remains a strategic priority, with a focus on supporting treatment pathways for excessive drinkers and promoting digital tools for monitoring and reducing alcohol consumption. The partnership also aims to strengthen early intervention and prevention activity for children and young people, addressing concerns about the number of young people accessing structured treatment.

Bromley's Stop Smoking Partnership Update

The Health and Wellbeing Board is also set to receive an update on the Bromley Stop Smoking Partnership. This partnership was established in 2024 by Public Health to strengthen tobacco dependence treatment and reduce smoking-related harm. Its primary objective is to develop a community treatment pathway that integrates with existing primary and secondary care services, creating a comprehensive system for cessation support.

The Partnership, hosted by Public Health, brings together expertise from across the health and care system, including acute trusts, primary care, mental health services, maternity, community pharmacy, and commissioned services. It acts as a critical friend, scrutinising plans, identifying risks, sharing learning, and ensuring interventions are evidence-based and responsive to local needs. The partnership supports public health-led programmes, such as the Primary Care Clinical Audit for Smoking Cessation, which aimed to improve smoking status recording and referrals, and the SmokeFree Bromley Service, which has engaged a significant number of residents and achieved strong quit outcomes since its launch in April 2025.

Joint Strategic Commissioning Board Update

An update is scheduled on the work of the Joint Strategic Commissioning Board. This officer-led board provides leadership, strategic oversight, and direction for integrated commissioning programmes and processes between the Council and the Southeast London Integrated Care Board (SELICB). Its responsibilities include leading integrated commissioning arrangements, supporting the Health and Wellbeing Board's priorities, overseeing joint resources, producing a Local Plan for the Better Care Fund (BCF), and developing a co-ordinated approach to the local provider market.

The Board's current workload includes supporting the One Bromley Local Care Partnership, progressing the Integrated Learning Disabilities Strategy, and the Integrated All Ages Mental Health Strategy. It is also overseeing the Bromley Community Mental Health Services (CMHS) Transformation Programme, which has established a fully operational Mental Health Services Community Hub. Other areas of focus include the All Ages Autism Board Action Plan, the Integrated Therapies Programme, hospital discharge arrangements, the Child and Adolescent Mental Health (CAMHS) Programme, and oversight of the Better Care Fund (BCF) and Improved Better Care Fund (iBCF) allocations. The Board also addresses domiciliary care commissioning, the Primary and Secondary Interventions Service (Bromley Well), and the Housing with Care Strategy, including Extra Care Housing. Furthermore, it reviews adults' services joint funding arrangements, children and young people's services, the future of prevention, and the Dementia and Delirium Programme.
