The meeting was scheduled to consider the practical arrangements for a job-share arrangement for the Cabinet Member portfolio role for Health and Social Care. This role involves statutory functions, and the report outlined how Councillors Tehseen Khan and Hannah Ward would share the responsibilities. Councillor Khan was designated as the lead decision-making Cabinet member from 21 May 2026 to 16 November 2026, with Councillor Ward holding the lead decision-making role from 24 November 2026 to 17 May 2027. During the periods they were not the lead decision-maker, both councillors were to be supported to develop and lead the roles effectively, with equal oversight of responsibilities and functions. The report aimed to set out clear guidance on how these job-share roles would operate in practice, ensuring that both councillors had day-to-day interaction and engagement with the portfolio functions. This approach was intended to meet the council's constitutional requirements regarding the delegation of executive functions and comply with Section 9C(5) of the Local Government Act 2000, which limits the number of members of a local authority executive to 10.

The report proposed that while one councillor held the decision-making role, the other would participate informally in council business associated with the portfolio in an advisory capacity. This non-decision-making role would not involve taking executive decisions, exercising delegated executive powers, voting, or chairing certain boards. Instead, the non-decision-maker would support the Leader and Cabinet Member(s) through engagement with stakeholders, policy development, analysis of emerging issues, and providing advice. They would be able to attend briefings, liaise with officers, support policy development, represent the council at events, and attend Cabinet meetings in a non-voting capacity.

The report also noted that the two job-share councillors had voluntarily agreed to split the Special Responsibility Allowance (SRA) for the Cabinet Member role, with each receiving £12,721.50 over 12 months. This split payment was intended to reflect their shared commitment to the role, acknowledging the responsibilities of the decision-making function.

Appointment of Membership for the Corporate Parenting Committee and Community Safety Partnership 2026/27

The meeting was also scheduled to confirm the membership for the Corporate Parenting Advisory Committee and the Community Safety Partnership for the 2026/27 municipal year. Cabinet had previously agreed to establish these bodies. The Corporate Parenting Advisory Committee plays a crucial role in overseeing the council's statutory duty as a corporate parent to children in care and young people leaving care, aiming to maximise their life chances. The Community Safety Partnership is a statutory body established under the Crime and Disorder Act 1998, tasked with addressing community safety in collaboration with the Police and other partners.

The report recommended that the Leader of the Council agree the appointments to these committees as set out in Appendix A of the report. The proposed membership for the Corporate Parenting Advisory Committee included Councillor Mark Blake as Chair, alongside Councillors Nelly Tackie, Georgia Twigg, Seema Chandwani, Mark Grosskopf, Sarah Williams, and Imad Ahmed. For the Community Safety Partnership, the proposed members were Councillor Ata Berk-Aksit (Chair), Councillor Dixie-Ann Joseph, and Councillor Andrew Reid, alongside statutory partners including Hannah Hayes from the Metropolitan Police and Peter Campbell from Haringey Fire Service. The report indicated that these committees could be serviced from existing resources and did not have the authority to incur expenditure or make budgetary decisions.
